Minutes of a Meeting of Great Ayton Parish Council
held on Tuesday 13th March 2001 at 7.00 pm
Present
Councillors Mrs J Imeson, Chairman, R Kirk, Mrs F Greenwell, L Groves, P Bell, J Fletcher, Mrs M Stevens. Three members of the public also attended.
St John Ambulance photographs
The Parish Council received from Mr L Cowley photographs of St John Ambulance members from days gone by, some of which dated from 1914. The Chairman assured Mr Cowley that the Parish Council would take good care of them until such time as there was a village museum in which to display them.
Minutes
The minutes of the meeting held on Tuesday 13th February 2001 were approved and signed.
Police Business
In the absence of a police officer, the clerk read a report received from the police. In the previous month there had been two non-dwelling burglaries, three thefts from motors, six incidents of criminal damage, four thefts of motor vehicles and one pedal cycle stolen. The police were still concentrating on high profile foot patrols to discourage youth disorder. Complaints had been received from residents in Bilsdale that with improved weather motor cyclists were back on the roads. The Police would use enforcement policy this year and not adopt the softly, softly approach.
Councillor Fletcher reported that he had attended the Police Community Liaison meeting. An important goal was to ensure quality of life was preserved, to which end foot patrols had been reinstated. A letter would be sent to the police welcoming the return of foot patrols.
A letter from Mrs Sillars of Neighbourhood Watch reported that a gang of youths had been breaking down fences and rampaging through gardens at the rear of Marwood Drive. It was understood that the police had been called at 8.10 pm but had not attended until 3 pm the following day. The Council expressed regret that the police office had not contacted the officer on foot patrol at the time, and surprise at the length of time between call and visit by police officer.
The police would be asked to keep an eye on Linden Grove Court as it was again the target of youths throwing eggs at the windows.
A report that Stokesley Parish Council had changed its meeting night to Tuesday elicited the hope that the police would remember, when allocating officers to attend meetings, that it was Stokesley that had changed nights not Great Ayton .

High Green bylaws Minute continued
Village Hall Item to be removed from agenda pending further action.
Arcade Mowden Park Estate Company had repaired the broken fire escape railing but nothing else. HDC had said that they could not enforce further action. The clerk was instructed to write to Mr S Quartermain at HDC requesting that as Mowden had not done what was asked of them, would he be able to chase them up.

Storage of old minute books County Archivist to be thanked for his help and urged to continue efforts to track down suitable second hand microfilm reader as soon as possible.
Highways matters – uneven paving Waterfall Terrace; dump corner Highways to investigate repairs to Waterfall Terrace in conjunction with installation by HDC of new street lights. The ponding at dump corner was an ongoing problem caused by debris in the beck. This had been cleared recently and jetted through to render it fully functional. Councillor Bell observed that the difference in height between road and pavement had been diminished each time the road had been resurfaced.
Seat - Newton Road Seat had been removed for sandblasting and repainting.
Grass verge – Addison Road The problem was exacerbated by recent extremely wet weather. Highways could put up marker posts but felt these would be unpopular with residents. Tarmacking would be best solution but too expensive and residents would bemoan loss of green area. Highways to be asked to look again at problem and consider tarmac.

Comment was made concerning the expenditure of £335 for repair of allotment taps without estimates having been obtained. It was pointed out that emergency repairs had been requested and the Parish Council was grateful that someone was available to carry out the work.

Colin Atkinson re uncleared footpaths in Hollygarth during snowy weather, detached pipe on depth gauge, new street lamps. It was pointed out that as Hollygarth was not an adopted highway NYCC would not fill gritting boxes. The roads would have to be brought up to standard in order to be adopted. Councillor Fletcher would investigate. Environment Agency notified of detached pipe.

Councillors’ reports
Councillor Mrs Imeson suggested that the gap in the wall between the cemetery and Yatton House be reinstated. This was agreed.
Councillor Mrs Greenwell reported that the noticeboard in Park Square was in need of repair.
Councillor Fletcher reported that the traffic calming scheme had been decided by NYCC despite the objections of the Parish Council. The urbanisation of the village was regretted and felt to be out of character. Traffic enforcement by the police would have solved the problem of speeding. Councillor Mrs Greenwell said she was disgusted and that the consultation had been a waste of time. Councillor Fletcher agreed that NYCC had not been prepared to take on anything said by the Parish Council representatives in the two hour meeting.
Councillor Groves reported that the Trod was completely blocked by a branch from a garden in Newton Road. There was also a horrible mess of rubbish and filth. The Footpaths Officer at NYCC would be asked to inspect it. He reported that the seat at Bartle Bridge was in need of repair. B Helm to be asked to mend it.
Councillor Bell reported that the Fish Shop owner had requested that snow clearers went up to his shop. He would be advised to contact Highways.
