Minutes of a Meeting of Great Ayton Parish Council
held on Tuesday 5th March 2002 at 7.00 pm

Minutes
The minutes of the meeting held on Tuesday 5th February 2002 were approved and signed.
Police Business
There was no representative from the police in attendance and councillors had nothing to report.
Cemetery
Councillor Mrs Stevens brought a report from the Cemetery Superintendent who was unable to attend. The padlock for the play area had been wrecked and a new one purchased. The cemetery paths required weed killing and more gravel. Mr Atkinson would be advised to arrange for both. Thirty dead rose bushes had been removed. It was agreed that the Council would purchase 6 new ones to get started and then people could donate roses, with a plaque if required, in memory of loved ones.
Matters arising
Seat – Low Green No payments had been received for the seat. It was agreed that after giving two weeks warning the matter would be pursued through the small claims court.

Parish Councils Liaison meeting Councillor Mrs Greenwell and the clerk had attended. The introduction of members’ register of interests had caused some disquiet amongst parish councillors who feared that inquisitive residents would have access to personal details. It was regretted that this may be the case, although it was thought to be unlikely, and that the only way to avoid the register was to resign as a parish councillor. Data protection and the necessity for notifying under the Data Protection Act had also been discussed. It was agreed that the clerk should notify at a cost of £35 per annum.
Grass cutting The tender from Mr E Harrison would be accepted, it being the lowest.
Standing orders The revised standing orders were signed by the Chairman.
Railway crossing gate The gate had been fixed
Community Investment Prospectus Councillor Mrs Greenwell reported that the Scouts had delivered the questionnaires. 140 had been returned and the box would remain in the library until the end of March.

Mr B Sanders – request for approval to have memorial seat on Low Green. Approved
Bow House – re development of website. It was agreed that the village should have a web site. Councillor Fletcher would contact the person who had taken over the Great Ayton website from Steve Kirby
NYCC – review of home to school transport services – comments invited. The Council felt it to be unfair that children who stayed on at school beyond the school leaving age of 16 and children who lived at the bottom end of the village should have to pay for their transport. It was noted that cheapest was not necessarily best.
HDC – sundry debtors service customer questionnaire. Clerk to complete
NYMNPA – Northern Area Parish Forum – notes of meeting 22.0102; notices; notice of meeting 24.04.02 and request for agenda items
Miss S Tanfield – re dog fouling Addison Road. Miss Tanfield would be advised that the Council shared her concerns. The solution would be to catch owners whose dogs fouled the footpath and report them to the dog warden who could issue fines.
Mrs J Brown – request to collect for Alzheimers Society 13th July 2002. Approved

HDC – street naming and numbering – Burdon Engineering/Pearsons Yard. It was suggested that the streets be named Pearson Court, Edward Kitching Terrace and Frankfield Mews.
NYCC – Winter maintenance gritting route review – invitation to meeting 8.4.02. Councillor Fletcher to attend.
Mrs B Renwick – re flooding. Councillor Mrs Imeson had contacted owner of the flooded field. The land was too wet to get machinery on at present but the landowner was aware of the problem.
Mrs J Groves – request to have duck race on 26th May. Mrs Groves would be asked if the duck race could not be held on 2nd June as part of the Jubilee celebrations.

Alterations and extension to existing dwellinghouse – Seaton Cottage, Station Road. It was noted that provision for garaging of car was being lost. The extension was felt to be very prominent and had no empathy with surrounding architecture

Revised application for the provision of a dormer window and formation of a ridged roof on part of existing dwelling – 24 Bridge Street. Parish Council would request that this be added to the site meeting
Proposed removal of dead branches on sycamore tree, proposed felling of ash tree and replacing with an evergreen and proposed felling of second ash tree – Capt Cook Memorial Garden. Request that this application be added to the site meeting.
Alterations and extension to existing dwelling – 19 Station Road. The dwelling was already high above the road. Councillors were concerned about the apparent bulk of the altered dwelling and objected to it being painted white. It would be requested that this proposal also be added to the site meeting

The lease was due for renewal in 2003. It appeared that rent had not been paid since the signing of the lease in 1997. The matter would be investigated.
Fete and Jubilee Week

Family picnic Councillors Fletcher and Mrs Greenwell would investigate entertainment for the picnic
Choir concert The Mosaic Singers had been engaged. They would charge for expenses only. It was agreed that the cost of tickets would be the same as for the Millennium choir concert.
Jubilee Review Several potential acts were not available because of the half term holiday but it was felt that there were enough to make a good show.
It was agreed that the whereabouts of the brazier be investigated and the scouts be asked if they would arrange the lighting of the beacon to participate in the chain of fires which would be started by the Queen.
Councillors’ reports
Councillor Mrs Greenwell asked that Highways be thanked for the excellent job they had done on the footpath up Station Road.
She reported that there was ivy growing in the hedge in the TIC car park. HDC would be notified.
Councillor Bell reported that a hedge in Romany Road was causing an obstruction. The owner would be asked to cut it back.
He asked if there should be a duck cull on the river. This was not thought to be necessary.
A resident had reported to him that three large double trailers had gone through the village. It would be suggested that they use the other route.
Councillor Bell asked why the number of parish councillors had remained at seven for many years despite the increase in the village population. It was agreed that the council was entitled to more but there had never been a flood of applicants. It was thought that the real question should be whether or not the council would be more effective with more members, examples of other councils did not seem to suggest that this was the case.
The date for the Annual Parish Meeting was agreed as Wednesday 27th March at 7.00 pm in the village hall.
The date of the next Parish Council meeting would be Tuesday 2nd April 2002.
