Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 4th March 2003 at 7.00 pm

Present

Councillors Mrs F Greenwell, Mrs J Imeson, Mrs M Stevens, R Kirk, J Fletcher, L Groves.
Sgt D Merritt, PC Mike Harrison and a member of the public also attended.

Apologies for absence were received from Councillor P Bell.

Minutes

The minutes of the meeting held on Tuesday 4th February 2003 were approved and signed.

Police Business

Sgt Merritt reported that crime figures were much the same as for the previous month. There had been 3 house burglaries, 4 non dwelling burglaries and 4 auto crimes. In all there had been 23 crimes, 2 accidents (one non-injury and one animal) and 113 incidents of which 7 related to nuisance youths.

Sgt Merritt described the new policing policy. Officers would be allocated to specific areas from 1st April. Those for Great Ayton would be Sgt Merritt and PCs Glyn Jones, Neil Duffy and Mike Harrison. It was hoped that closer links with the village would be made and that the increased police presence would be noticed. An officer would attend all parish council meetings. Councillor Fletcher reported that a youth had been observed running across the gardens to the rear of High Green.

Councillor Mrs Stevens said that vehicles parked on Linden Avenue were impeding access to Linden Close. Sgt Merritt would deal with this problem.

Cemetery

There had been no problems in cemetery.

Mr Atkinson reported that horse riders were damaging the river bank on Low Green. Local riding establishments would be asked to advise their riders not to ride their horses into the river. Mr Atkinson was complimented on the tidy appearance of the cemetery and garden of remembrance. He was advised that the same rules should apply to artificial flowers as to real ones.

Matters arising

Bus stop – Newton Road Highways to be chased up.
Village name plinth, Yarm Lane As above.
Pavilion shower area Wimpey expressed surprise that the work had not been done. They would contact the contractors again and ask them to deal directly with Barry Sanders.
Footpaths The Parish Council agreed that the footpaths in the public open space should be dedicated as public rights of way and thus qualify for grants. Councillor Groves would meet the Footpaths Officer at the Trod to discuss what further works should be carried out.
Parking, Low Green Minute continued.
Highways – potholes Yarm Lane, wall Easby Lane These matters had been dealt with by NYCC Highways.
Standards Committee – parish council representative Mrs Swainston was not standing for re-election.
Village Hall Councillor Kirk had received the surveyor’s report from Drama. Minute continued
Street lighting, Guisborough Road A light was scheduled to be fitted to the wall of Londis Junction A172/B1292 Minute continued.

Mrs M Rogers – request for permission for memorial seat in cemetery. Parish Council agreed that seat could be provided but wished to formulate policy to deal with such requests before allowing new seat to be installed.

Alterations and extensions to existing disused agricultural building for use as 2 holiday units – Strawberry Farm, Pannierman Lane. The Parish Council was opposed to residential development in open countryside. The application stated that there were no footpaths on the property when in fact there was a public footpath.

Councillors’ reports

Councillor Mrs Greenwell reported on the Community Safety Partnership problem solving group meeting which she had recently attended. The meeting was also attended by Councillors Mrs Imeson and Mrs Stevens, together with the police, representatives from Bells Stores and community education workers. The shops’ off-licenses response had been encouraging.

Councillor Mrs Stevens reported that there was a great deal of litter on the roadside between the allotments and Pannierman Lane. HDC would be notified.

Councillor Fletcher reported that the grass verge in Mill Terrace was being damaged by parked cars. NYCC had suggested using “keep off the grass” signs. It was thought that these would not work.

Councillor Mrs Greenwell had received a request from the Youth Club to have a cake stall on 24.5.03 and a Fun Day on High Green on 28.6.03. The cake stall was approved but more information would be requested regarding the nature of the fun day.

Councillor Bell had sent the minutes of the meeting at the Methodist Church convened to discuss problems caused by youths. The meeting had been attended by the police, youth club leaders and members, church officials and Councillor Bell.

It was reported that the Chairman of the Scouts had resigned. This was regretted.

The date of the next meeting would be Tuesday 1st April at 7.00 pm.
