Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 6th May 2003 at 7.00 pm

Election of Officers

Councillor Mrs Imeson was proposed as Chairman by Councillor Groves, seconded by Councillor Fletcher, and was unanimously elected.

Councillor L Groves was proposed as Vice Chairman by Councillor Mrs Greenwell, seconded by Councillor Mrs Stevens, and was unanimously elected.

Councillor Fletcher proposed a vote of thanks to Councillor Mrs Greenwell for all her hard work during her year as Chairman.  Councillor Mrs Greenwell thanked her fellow councillors for their support.

Minutes

The minutes of the meeting held on Tuesday 1st April 2003 were approved and signed.

Police Business

There was no police representative at the meeting.

Cemetery

Mr Atkinson had purchased spraying equipment.  A contractor estimated that removing the surplus soil would require a digger and tipper truck and would cost £450.  It would not need to be done again for 10 years.  The expenditure was authorised.

The blacksmith was modifying the play area gate in an attempt to prevent the lock being vandalised.  The police had dealt with a disturbance in the area and were helping get the youngsters out prior to the gate being locked.  A letter would be sent to Inspector Richardson thanking the police for their surveillance and asking that the increased police presence in the village be continued.

Village name plinth, Yarm Lane  Completed
Footpaths  (i)  Trod would be cleared and neighbours leafleted.  (ii) The Parish Council would ask North Yorkshire County Council to designate the farm track from Station Road to Lineside Cottage a public footpath.
Parking, Low Green  NYCC would be asked to re-align the white lines round parking bays before yellow lines would be considered.

Transfer of public open space at Tilesheds Farm development  The Parish Council agreed to accept the transfer of the land
Use of A173 by heavy lorries  NYCC would arrange for traffic counts to be carried out which would enable a view to be reached on the implications of progressing a weight restriction.  Letters had been received from Mrs J Swabey identifying lorries using the road.

HDC – Hambleton Transport Strategy – draft copy.  Request for comments.  HDC to be advised that cycle route between Great Ayton and Stokesley was a matter of urgency and had been on the back burner for a long time.
Mrs J Brown – request for Children’s Society to hold cake stall on Friday 23.5.03.  Approved
David Harrison – request for permission for vintage tractors to park on High Green on 23 or 24.6.03.  Approved, dependent on the weather.  Chairman would greet tractor procession and a donation of £25 would be made to their cause.

Planning applications

Display of an internally illuminated projecting sign as amended – 125 High Street.  No representations
Revised application for alterations and extensions to existing dwelling – 19 Station Road.  The existing building was on a high site and the proposed alterations would make it far too bulky and overpowering

Draft accounts for consideration

The accounts were discussed and approved.  Thanks were given to Councillor Kirk and Ian Holden.  It was agreed that Ian Holden be given a gift in appreciation of his work on the accounts.

Councillors’ reports

Councillor Fletcher proposed that some play equipment be installed in Riverside park.  Councillor Mrs Imeson suggested that a budget of £500 be approved and that Councillor Fletcher be authorised to spend it appropriately.  This was agreed.  The Cricket and Football Club had offered to cut the grass.  They would be asked to submit a price.

Councillor Kirk reported that 2 or 3 tiles were missing from the pavilion.  As it was not leaking it was agreed to leave them for the time being.

He reported that there had been several incidents caused by speeding on Pannierman Lane near Red Roofs and Rainbow Nurseries.  Highways would be asked if “go slow” or “concealed entrance” notices could be provided.

Councillor Bell reported that a caravan had been pulled onto an allotment.  It was agreed that this was creating an unacceptable precedent and the owner would be asked to remove it.  Yatton House had still not tidied up their allotments.  They would be asked to relinquish one, and clean up the other or risk eviction.

Councillor Mrs Imeson reported that parked cars had caused congestion in Easby Lane and Race Terrace.  It was thought that the drivers may have been attending a funeral at St Margaret’s.  The other churches notified the police so that “no waiting” cones could be put out.  Mgr Charlton would be asked if the Catholic Church had been requested to do so.

Councillor Mrs Imeson asked why the County Council had wasted money on a bus shelter and footpath on the left hand side of the A173 approaching Stokesley roundabout from Great Ayton.  Mr M Moore would be asked for an explanation.  He would also be advised that a new sign warning of the bend at the stone bridge had been erected but the existing one had not been removed.

Councillor Mrs Imeson suggested that it be minuted that the candidate who polled the most votes was elected Chairman at the first meeting after an election, unless it was a new councillor when the councillor with the second highest number would take the Chair.  This was a tradition which could be altered if necessary.

Councillor Fletcher brought to the meeting a leaflet about Quality Parish Councils.  Councillor Groves felt that it was a waste of time and created work.  The Parish Council decided not to pursue the matter.

The date of the next meeting would be Tuesday 27th May 2003.
