Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 16th September 2003 at 7.00 pm

Present

Councillors Mrs J Imeson, Chairman, Mrs M Stevens, L Groves, R Kirk, P Bell, Mrs F Greenwell.  Councillor J Fletcher joined the meeting part way through.

Minutes

The minutes of the meeting held on Tuesday 19th August 2003 were approved and signed.

Police business

The police had sent the previous month’s crime statistics as no officer was available to attend the meeting.  There had been 1 house burglary, 5 other burglaries, 5 thefts from motor vehicles and 3 thefts of motor vehicles.  There had been 3 slight injury accidents and one non-injury accident.  There had been a total of 98 incidents of which 7 involved nippers.
The police would be asked to confirm that they would provide officers to halt traffic in Guisborough Road on Remembrance Sunday for the procession to the cenotaph and during the reading out of the names of the fallen.

Cemetery

Mr Atkinson reported that the new tap had been installed in the cemetery.  Forty-five tons of surplus soil had been removed.  Highways had cleared the drains and cut tree roots.  They were looking at the job of improving the cemetery entrance.

Highways matters  A further letter had been received from Highways saying that they were unable to recommend  signs for Pannierman Lane .  The Parish Council said that they were not satisfied but had done their best.  Junction A172/B1292; Parking Low Green  Minutes continued.   Kerb near post office  Highways would be asked what progress was being made.
Memorial seats in cemetery  Mr Ward would be asked to construct a three-part seat
Sign TIC car park  A new sign was in place.  Minute concluded
Nuisance youths - Library car park  A response from Head of Libraries had been received outlining proposed action.  Minute concluded
Dog waste bin, Linden Avenue  Minute continued
Beehive bin, High Green  Minute continued
Effluent in river near Whitbread Bridge  The Environment Agency had sampled water from the river and agreed that it was polluted.  The findings had been passed on to Northumbrian Water.  Minute continued
Potholes, High Green  Minute continued
Beech hedge, Little Ayton Lane  Ideal Homes no longer existed and had been taken over by Persimmon who would be asked if they would reinstate the hedge.

The Local Channel - invitation to adopt website.  It was agreed to accept
HDC - copy of letter to developer of land at 44 Newton Road re Section 106 agreement.  The sum of £15,000 would be paid to the Parish Council for the provision of recreational facilities.  Councillor Bell pointed out that the Ambulance Hall was to be sold and said that it would be a pity if the hall was lost to the village.  The Parish Council would consider the possibility of purchasing the hall and it was agreed that the clerk would write to Mr T Willis of St John Ambulance requesting the asking price.  Councillor Kirk reminded the meeting that money would be needed for work to the Village Hall.
The Boundary Committee - request for views on local government review of the two-tier area in Yorkshire and the Humber.  Received
HDC - request for views on draft Public Art Policy.  Received
NYCC - re proposed extension of 30 mph speed limit at Kildale
Yorkshire and Humber Assembly - re development of regional spatial strategy.  Received

Hambleton and Richomondshire Rural Transport Partnership - invitation to attend meeting on 15.9.03.  Councillor Kirk attended the meeting and reported that it almost exclusively concerned transport for the disabled.  It was regretted that so many organisations were involved, with so little co-ordination.  Councillor Kirk was thanked for attending

Planning applications

Alterations and extensions to existing dwelling - 47 Addison Road.  No representations.  Councillor Bell would ensure that the neighbour was aware

Risk assessment - required by audit

Councillors L Groves and R Kirk were nominated to carry out risk assessment as required by audit.

Allotments - rent increase for 2004; date for rent collection 2003

It was agreed that rents be increased by the rate of inflation.  Rents would be collected on 7.10.03 at 6.30 pm in the Working Men’s Club.  Yatton House would be advised that the tenancy of their allotment was to be terminated.  They could reapply in future if they so wished.

Christmas dates

The vicar had sent a list of dates for carol services:- Tuesday 16th December - All Saints, Wednesday 17th - school carol service, Thursday 18th - St Oswald’s Newton, Sunday 21st - Christ Church.  It was agreed that the carols on High Green would take place on Saturday 20th at 7.00 pm and the Father Christmas float would tour the village on Tuesday 23rd.

It was agreed that the Christmas lights should be augmented and P Greenwell would be asked to investigate costs.  He would also be asked if would be willing to purchase and collect the Christmas tree.  Councillors Mrs Imeson and J Fletcher were nominated to make a decision on the tree lights.  Shops would be encouraged to “light up” and 1st, 2nd and 3rd prizes would be awarded for the best displays.

Order of procession for Remembrance Day

The vicar would be asked if it would be possible to list the order of organisations for the procession, perhaps on the reverse of the service sheet, to avoid confusion. 

Councillors’ reports

Councillor Fletcher informed the meeting that Mr and Mrs Monaghan were celebrating 25 years at the Royal Oak.  A card would be sent congratulating them.

He and County Councillor Mrs Seymour had established that there was nothing in the deeds to prevent the sale of the Manor House.  Community Care had a 10 year lease which would expire in 2004.

He commented on the beautiful flower displays outside Joplins, the Royal Oak and the Conservative Club.  Letters of congratulation would be sent.Councillor Mrs Imeson instructed the clerk to write to Arriva and ask them to put back the bus stop signs near 15 High Street.  They would be asked to check all their other signs.

Highways would be asked to inspect all footpaths in Great Ayton following the fall of an elderly person.

The Clerk would write to Ryedale Housing Association asking them to cut down the ash trees at the end of Woodbine Close.  They were overhanging the trod at the rear of Cliffe Terrace, causing cracks in the tarmac, and young boys were climbing them and looking in residents’ windows.

Mrs Imeson informed the meeting that the Captain Cook birthday celebrations would take place on 29th October 2003.  It was agreed that the Parish Council would pay for the lunch, as previously.

Councillor Mrs Greenwell had been asked by a resident if yellow lines could be installed on Easby Lane near the site of Captain Cook’s parents’ cottage. 

There had been a report of ivy growing in the hedge of the TIC car park.  Hambleton District Council would be asked to inspect it and take necessary remedial action.

Councillor Mrs Stevens said that the Victorian urinal was looking very tatty and needed to be cleaned.

There was deadly nightshade growing round the holly tree outside the library.  The library would be notified.

Councillor Groves reported that there was not so much litter in the Trod but thought it would be useful to move the bin from the end of Roseberry Crescent to the end of the Trod in the hope that people would use it.  Hambleton District Council would be asked if this could be arranged.

Councillor Bell said that if members of the public wished to speak at Parish Council meetings the time allowed should be restricted.

The date of the next meeting would be Tuesday 14th October 2003.
