Minutes of a Meeting of Great Ayton Parish Council
held on Tuesday 11th November 2003 at 7.00 pm
Present
Councillors Mrs J Imeson, Chairman, J Fletcher, Mrs M Stephens, Mrs F Greenwell, P Bell, R Kirk. Mrs B Breckon also attended to listen to discussion re the village hall.

Minutes
The minutes of the meeting held on Tuesday 14th October 2003 were approved and signed.
Police Business
There was no representative from the police in attendance. A letter from the Chief Constable detailing Operations Ratcatcher and Delivery was read to the meeting. The police would be thanked for attending the Remembrance Day service.
Cemetery
Mr Atkinson said that he had experienced difficulty digging some of the double depth graves in the new cemetery due to deposits of whinstone. The Cemetery Regulations would be amended to read that double depth graves would be provided where possible. Mr Collins had indicated that he wished to increase his price for digging double depth graves. Councillor Mrs Stevens declared a personal interest. The price increase was approved.
The new beehive-type bins for water bottles and rubbish were an improvement on the old wire bins.
Matters arising from the minutes
Footpaths The path at Thief Lane would be attended to in the near future. Riverside - minute continuedVillage hall The sub-committee had produced a report which was outlined to the meeting by Councillor Fletcher. It was hoped that the Parish Council could work in partnership with other interested bodies in Great Ayton. The next move would be to invite architects to participate. Mrs Breckon said that the WI was unable to obtain any grants to improve its hall. Councillor Mrs Greenwell said that a village hall committee would need to be formed to apply for funding.
Councillor Kirk left the meeting.
Highways matters Junction A172/B1292 - Mr M Moore, NYCC, was to meet Councillor Fletcher on site. It would be pointed out that the new roundabout at Poole Hospital would serve only a minor road and new residential development, not a village. Kerb near post office - the Post Office had offered to meet the Parish Council on site. It was agreed, that as there had been no further reports of accidents in the location, the matter would be shelved for the time being and the situation monitored.

Effluent in river near Whitbread Bridge A letter from the Environment Agency indicated that Northumbrian Water had the Great Ayton problem at the top of its list. A further progress report would be requested in 2 months.
Potholes, High Green Councillor Fletcher reported that Highways had been asked for a price to resurface the road.

Ambulance Hall HDC had advised of possible grant sources, neither of which were appropriate to the purchase of the hall. Further enquiries would be made of St John Ambulance as to what was happening. Councillor Mrs Greenwell asked if the possible purchase of the hall was not a red herring which would divert attention from the village hall.
Tree, Low Green Mr Crombie had inspected the tree and was confident that it would survive. He suspected the problem was caused by a one-off infestation or the dry weather. Minute concluded
Infrastructure improvements - Stokesley/Middlesbrough bus corridor NYCC had responded to the Parish Council’s comments. The Parish Council wondered why its views were sought when NYCC took no notice of them.

Great Ayton Cricket & Football Club - request for help with funding improvements to cricket ground and changing rooms; re subsidence in pavilion. In accordance with Parish Council policy the request for a grant was denied. The Cricket Club would be offered the village hall, free of charge, for a fund raising event. The Parish Council would try to arrange a site visit to inspect the pavilion with a Wimpey representative

Planning applications
Application for prior approval for installation of cable to gable end of property and connection box as amended - 5 High Green. The Parish Council would not agree to its cobbles being taken up for a minor matter. A letter to this effect would be sent to BT with a copy to H Laws of HDC Planning Department

The date of the dinner would be Saturday 31st January 2004, 7.00 for 7.30 pm.
Councillors’ reports
Councillor Mrs Imeson had received a letter from Mr M Roberts, NYCC Highways, regarding the cemetery entrance. Highways would arrange for work to be carried out and would pay for re-profiling the entrance in tarmac construction. The Parish Council would meet the cost of re-hanging the gates and installing additional drainage to intercept water from the cemetery.
Councillor Fletcher had received a report that cars were parked on double yellow lines at the stone bridge. It was up to the police to deal with this matter
The date of the next meeting would be Tuesday 9th December 2004.
