Minutes of a Meeting of Great Ayton Parish Council
held on Tuesday 9th December 2003 at 7.00 pm
Present
Councillors Mrs J Imeson, Chairman, R Kirk, L Groves, P Bell, Mrs F Greenwell, Mrs M Stevens,J Fletcher. Ms A Houghton also attended.
Ms Houghton wished to comment on the planning application for no. 3 Low Green. The Chairman agreed that this item would be dealt with at the start of the meeting. See "Planning Applications" for decision.
Minutes
The minutes of the meeting held on Tuesday 11th November 2003 were approved and signed.
Police business
A letter from Inspector Richardson indicated that there would be no police presence at December meetings because of staff commitments to an operation targeting travelling criminals.
Councillor Groves said that he had received a report about graffiti on the new wall at Frankfield Mews. This had been reported to the police.
Councillor Mrs Stevens said that there was evidence of another accident at Tree Bridge junction. This would be brought to the attention of the Police and Highways.Councillor Bell had been handed a letter by Mr C Tanfield concerning traffic problems in Great Ayton. As it was not addressed to the Parish Council it was agreed that copies be forwarded to Highways and the Police for their attention.
Cemetery
Mr Atkinson reported a busy month. There had been a problem with a double grave which had collapsed when the shuttering was removed. Enquiries would be made as to a safer way to deal with shuttering. In the meantime, because of safety implications, Mr Atkinson was instructed to make sure there was someone with him when he was preparing a grave for a burial. The Council reiterated the regulation that graves could be reserved for spouses only.
There was further discussion about the proposed new seat for the cemetery. It was decided to stay with the three-cornered seat as previously agreed.
Matters arising
Footpaths – Thief Lane; Riverside - C/F
Village Hall This item was discussed in camera at the end of the meeting due to possible financial implications
Highways matters - Junction A172/B1292 C/F
Dog waste bin, Linden Avenue HDC would provide a litter bin at this location. They would be advised that the dog waste bin at the top of the Chapel Steps had still not been repaired following firework damage. The damaged beehive bin on High Green would be repaired or replaced by the Parish Council.
Potholes, High Green, surface dressing/repair C/F
Beech hedge, Little Ayton Lane A letter had been received from Persimmon indicating that they did not feel they had any responsibility for the hedge. The Council agreed to have the hedge tidied up.
Village website A letter had been received from HDC regarding a parish database. Ian Holden had studied the options available and advised that the “Local Channel” would require a great deal of managing and was too commercial. It would be difficult to control the content of items posted on it. It was therefore agreed that the HDC option be taken up. Ian Holden had offered to manage the website if the Council so wished. This was agreed and the council expressed its gratitude to him.

Signs - Roseberry Crescent, village name signs The Roseberry Crescent sign had been replaced and the village name signs had been cleaned by the rain. Minute concluded
Christmas A shopkeeper had suggested stringing lights across the High Street from the shops to the trees on High Green. The new Christmas tree lights had been much admired.
Revenue estimates for 2004/5 The Council studied the prepared budget and accepted the figures but added a sum for possible expense on the village hall. It was agreed to precept for £32,500.00. Ian Holden was thanked for his work on preparing the budget and it was agreed that a gift be made to him. Repair to pavilion C/F

Mrs J Roberts - telephoned to express her satisfaction with bus stop sign outside her house
Northumbrian Water - re flooding on Roseberry estate. The Council was still not satisfied with explanation from Northumbrian Water and a further letter would be sent to them
HDC - invitation to meeting on 28.1.04 re Boundary Committee recommendations. Councillor Groves to attend
Fire and Rescue Service - questionnaire re service. Councillor Kirk to complete
The Countryside Agency - Countryside and Rights of Way Act 2000 - provisional map issue for North East EnglandHDC - re money available from Clarion Homes under Section 106 agreement. A sum of £15,000 had been made available. There were conditions attached to its use and until the Parish Council identified a project it would be retained by HDC but would not attract interest. A representative from HDC Leisure Department would attend the January meeting to discuss options
Sally Dent - re affordable housing at Bridge Street. She would be advised to contact the developer

HDC - Dog Warden Service - information pack. Councillors said that the pavement in Newton Road was in a disgusting state and should be reported to the Dog Warden. Strong methods must be used to deal with the problem and residents were asked to report people whose dogs fouled the footpath.

Conservatory extension to existing dwelling - 25 Angrove Close. It was understood that there might be a problem with right of light. The Parish Council could not see that and requested a site visit
Application for consent under schedule 2 of the Telecommunications Act 1984 - access road outside 5 and 6 High Green. Application refused by the Parish Council. An alternative route would have to be found
Alterations and two storey rear extension to existing dwelling - 4 High Street. No representationsInstallation of roller shutter door to main entrance of existing shop - 39 High Street. The Council expressed strong objections to external shutters. Any security measures should be inside, not outside, the shop.
Alterations and extension to existing dwelling - 3 Low Green. The Council had no objections but asked if the neighbours had been consulted and their views taken into account. It was felt that there were a number of concerns as the building was listed and in a conservation area. The application should be carefully considered and a site visit was suggested.

Councillors’ reports
The Council had heard rumours that urban foxes were being released in the country. There had been reports of poultry being killed on the allotments. A letter would be sent to the RSPCA asking them to comment.
