held on Tuesday 3rd February 2004 at 7.00 pm

Minutes
The minutes of the meeting held on Tuesday 6th January 2004 were approved and signed.
Police Business
Apologies for absence were received from the police.
Cemetery
Mr Atkinson reported that he had had a busy month. The number of non-residents requesting burial in the cemetery seemed to be increasing. The machinery had been sent for service. It was agreed to delay decision on increase in fees until a cost analysis had been prepared.
Matters arising
Footpaths – Thief Lane; Riverside NYCC would be asked about progress on paths
Village Hall List of architects awaited. Minute continued
Highways matters - Junction A172/B1292 Councillor Fletcher had met Mr M Moore from NYCC on site. Highways would survey the junction, re-emphasise the markings and look at signage. The approach to the A road would be re-engineered. Accident statistics would also be looked at. Councillors were outraged that it would take serious injury or death accidents before a roundabout would be considered. It was thought absurd that NYCC could impose a mini roundabout at the top of the village where one was not wanted yet not provide one at a notoriously dangerous junction.
Dog waste bin, Chapel steps; beehive bin High Green The dog waste bin had been reinstated but was not vertical. HDC would be asked if it could be made level. Beehive bin - continued.
Potholes, High Green, surface dressing/repair Highways would be asked if an estimate for the work had been obtained.
Beech hedge, Little Ayton Lane Work completed
Ambulance hall The sale of the hall was in the hands of a local estate agent. Details would be forwarded to the Council as soon as they were available.
Repair to pavilion Minute continued
Flooding on Roseberry estate Northumbrian Water expected to undertake investigations by end of February 2004.
Parking, Low Green White lines had not been implemented because of a problem identified by contractor. Amended details would be sent with a request that the work be carried out as soon as possible. NYCC would notify the school that reserved parking places could not be approved.
Removal of bush shelter NYCC had responded that the Parish Council had not objected to the proposal that a new bus shelter be installed. It was therefore assumed that the Council agreed to the removal of the old shelter. Minute concluded.

HDC - Local Government Review Boundary Committee Recommendations. Copy of presentation given by Peter Simpson and Cllr Barker at Parish and District Liaison meeting. Request for views and choice of best option. The Parish Council was asked to place in order of preference a selection of options for local government. Although all Councillors preferred the status quo this was not an option and they therefore unanimously supported the amalgamation of Hambleton and Richmondshire. The second choice was the amalgamation of Hambleton, Ryedale and Scarborough supported by Councillors Mrs Imeson, Mrs F Greenwell, Mrs M Stevens and L Groves. Councillors Bell and Kirk preferred the County option and Councillor Fletcher declined to make a second choice.
HDC - re porch 5 Richardson Hall, High Green. HDC Legal Department was dealing with the matter on behalf of the Parish Council. The Parish Council confirmed that they accepted no responsibility for the porch and did not wish to expend any money on the matter.The following items of information were received:

Alteration and construction of conservatory to existing dwelling - 69 Marwood Drive. No representations
Proposed felling of 1 beech tree - Friends Meeting House Burial Ground. No representations
Conversion of agricultural buildings comprising one storage unit, three holiday units and a single dwelling with an office - Langbaurgh Farm. Councillor Kirk declared a non-prejudicial interest. The Council recalled that an application to develop the buildings had been refused some years previously. The Council agreed that the two listed buildings were worthy of conversion but the two that were not listed should be used for existing purpose or demolished. The hope was expressed that the condition put on by the applicant, i.e. that the buildings were to be used as holiday units for the disabled, should be very strongly adhered to.

Alterations and extensions to existing dwelling - 87 High Street. HDC would be advised that a neighbour was worried about loss of light and weakening of foundations due to the close proximity of the land behind the application site. It was noted that the site was in a conservation area.

Village fete
The theme for the floats and fancy dress would be “All the Fun of the Fair”. Councillor Fletcher had prepared a risk assessment, which was adopted. Carnival Fun Fairs would bring Alice in Wonderland Cups and Saucers roundabout and Disney House of Fun.
Councillors’ reports
Councillor Kirk had heard adverse comments about the new mini roundabout at the junction of Newton Road and Roseberry Crescent. The traffic refuge to the north of the roundabout caused particular difficulties for large vehicles. Councillors had no recollection of this appearing on the plan and Highways would be asked to investigate. If the refuge had not been specified Highways would be asked to remove it.
Councillor Bell said that it was very difficult to get out of Baldock’s Bank on to Guisborough Road. Egress on to Newton Road from Romany Road, Arthur Street and Cliffe Terrace was also hazardous. He suggested that the bollards be removed from Langbaurgh Close to enable drivers from the centre of the village to get out onto Guisborough Road. It was pointed out that the bollards were put there to prevent a “rat run” and that the junction of Guisborough Road and Langbaurgh Close was not safe enough for additional traffic. It was a cross-roads not a T junction. Councillor Mrs Stevens said that deeds for the houses in Langbaurgh Close stated that the bollards could not be moved.
Councillor Bell reported that there was a waiting list of 7 for the allotments. He and Councillor Fletcher would carry out an inspection and tenants who were not caring for their plots would be given notice to make significant improvements or quit. Councillor Mrs Imeson said that Yatton House had experienced difficulty dealing with their allotment due to illness of staff. She asked Mr Bell to have the allotment dug and she would arrange for payment.
Councillor Fletcher was preparing a report for improving The Riverside. A contractor would be asked to estimate what would be required to bring it to a satisfactory condition and what the approximate cost would be.
Councillor Mrs Stevens reported that the problem with dog fouling on the pavements was getting worse. She asked if an article about the problem could be written for The Stream. Councillor Mrs Greenwell would enquire if this was possible and would write the article. The editor of The Stream would also be asked if the distributors could include a leaflet about dog fouling in each copy.
The date of the next meeting would be Tuesday 2nd March 2004.
