Minutes of a Meeting of Great Ayton Parish Council
held on Tuesday 27th April 2004 at 7.00 pm

Minutes
The minutes of the meeting held on Tuesday 30th March 2004 were approved and signed.
Police Business
There was no police officer in attendance. Various items from a letter from Great Ayton Neighbourhood Watch were brought to the Councillors’ attention. A request for help with funding was denied but the village hall would be made available free of charge to the group for its meeting. The group had heard from the police that there might not be an officer present at parish council or neighbourhood watch meetings in future. Inspector Richardson was reported to have said that this was not his view.
Councillor Kirk reported that youths had been making a nuisance of themselves in Cliffe Terrace, Edward Kitching Terrace and Cleveland Street. The incidents had been reported to the police. The Council would write to the police voicing their support for the residents.
Youths had been seen throwing bricks and stones at the greenhouse at Yatton House. Mr Kent would be advised to contact the police and ask them to keep an eye on the place.Councillor Mrs Stevens said that there was still trouble at All Saints and Christ Church. The Council agreed that each incident should be reported and thought that a security light might be a deterrent.Mrs Stevens had received a report that people were collecting their dogs’ waste in bags but throwing it into the hedges and trees round the public open space. Anyone seen so doing would be prosecuted.
Cemetery
Mr Atkinson reported a quiet month. The request for a section of the new seat in memory of Mr D Tanfield was approved. Mr Reed would be advised that no more seats would be allowed in the cemetery but he could plant a rose tree as a memorial.
Matters arising
Footpaths - Thief Lane; Riverside Minute continued
Village Hall Councillor Fletcher would ask HDC’s architect for advice. A further meeting would be held on 6.5.04. Minute continued
Potholes, High Green, surface dressing/repair Minute continued
Ambulance hall The hall had been sold for £170,000. The Councillors regretted that it had not been possible to purchase it for the youth of the village but were satisfied that they had done all they could.
Repair to pavilion An email from the Cricket Club had stated that the pavilion was now unusable because of safety issues. Wimpey had been advised of the situation. If no response was received from Wimpey HDC legal department would be asked for their view on the legal position.
Flooding on Roseberry estate Minute continued
Village fete Arrangements for the fete were progressing. A standard bearer was needed to lead the procession. A volunteer from the armed services would be sought.
Dedication of plaque - tree High Green David Collins, who had planted the tree with his friend Mark Ritson, attended the ceremony along with several members of the Parish Council.
Naming of field “Bank Flow Farm” Minute continued
Footpath Linden Grove to The Hawthorns NYCC responded that staggered fencing would be erected later in the year when the summer patching programme was out of the way.

Correspondence
P Bell - apologies and notes re correspondence in Darlington and Stockton Times. Councillor Fletcher produced a summary in response to the correspondence in the press. Councillors felt that there was insufficient consultation from Highways. It was agreed that the stone bridge caused problems for very large vehicles.
HDC - re New Community Safety Roadshows - invitation to meeting Tues 27th April 4.00pm to 7.00 pm in Village Hall. It was observed that very few members of the public attended the meeting yet the Parish Council had spent half its meeting discussing safety issues. Councillor Kirk had suggested that the Roadshow took a stall at the fete but had had no response

Matters arising from Annual Parish Meeting
Public attendance at the meeting had been very poor. Nothing of significance had been raised.
Draft accounts 2003/4 for comment/approval
The accounts were approved. Ian Holden would be thanked for his work and a gift provided in recognition of his efforts.
Councillors’ reports
Councillor Fletcher reported that a down-comer was blocked on the west end gable of Richardson Hall. The Management Committee would be notified.Mr Fletcher had prepared a report on Low Green. Highways would be asked if the Yarm Lane 30 mph sign could be moved further out of the village to Bartle Bridge.
Councillor Kirk reported that there were prominent advertising boards on the verge outside Rainbow Nurseries. HDC Planning Department and NYCC Highways would be notified.
Councillor Groves said that the Trod was again in an indescribably horrid state with items of rubbish including a vacuum cleaner. NYCC Footpaths Officer would be asked to have it cleared up.
Councillor Mrs Imeson reported that an historic piece of land was to be given back to Great Ayton. It was agreed that a ceremony be arranged to receive the Captain Cook Memorial Garden from Middlesbrough Council. Councillor Groves proposed that Councillor Mrs Imeson should officiate at the ceremony as she had initiated the recovery of the garden and carried out all the negotiations. This was agreed. Councillor Mrs Greenwell proposed a vote of thanks to Councillor Mrs Imeson in recognition of all her hard work.
The date of the next meeting would be Tuesday 25th May 2004.
