Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 25th May 2004 at 7.00 pm

The minutes of the meeting held on Tuesday 27th April 2004 were approved and signed

Election of Officers

Councillor Mrs F Greenwell proposed Councillor L Groves be elected chairman. This was seconded by Councillor J Fletcher and unanimously agreed.
Councillor Mrs Imeson thanked the members of the Parish Council for all their help during her year of office, and paid particular thanks to Mrs L Holden, the clerk. Councillor Groves paid tribute to Mrs Imeson for the competent and good-humoured way she had conducted meetings. He called for nominations for vice-chairman. Councillor Mrs Imeson proposed Councillor Mrs M Stevens. This was seconded by Councillor Kirk and unanimously agreed.

Police business

Sgt Allan reported that during April there had been 7 burglaries and 2 auto crimes - a low figure. There had been 28 crimes in total, 1 non-injury road traffic accident, and 33 community related incidents of minor disorder and antisocial behaviour.Sgt Allan explained that the present method of collating figures for crime in Great Ayton was labour intensive and wasteful of police time. He proposed providing figures for the whole area. The Parish Council said that it was only interested in figures for Great Ayton. It was agreed that the beat figures, which could be quickly obtained from the computer, be provided in future.Councillor Mrs Stevens reported that there had been trouble in the cemetery with youths knocking over headstones, setting fire to a memorial seat, and dumping a settee. There had been thefts from Yatton House and the perpetrators were believed to have a den in the chicken shed on Swalwell’s land next to the cemetery. A tribe of youngsters were regularly seen going down the path besid e the play area from Central Way and heading for the allotments. Bottles and other litter had been found in the allotments, particularly at the Skottowe end. tion was taken against them. Councillor Mrs Imeson observed that whereas the vandalism used to be mischievous it was now becoming more malicious.
Councillor Mrs Greenwell asked if the trouble spot at Cliffe Terrace/Edward Kitching Terrace could be designated a “hot spot” and have regular police patrols.
Councillor Mrs Imeson reported another accident at Tree Bridge. The Parish Council would welcome the support of the police and pressure from them on Highways to make improvements to the junction. The clerk would write to Highways asking what progress was being made. Councillor Mrs Greenwell asked for the accident statistics for the previous 5 years.
Councillor Fletcher said that there had been incidents of youth misbehaviour on High Green. Sgt Allan said that overall there had been a 27% reduction in antisocial behaviour.

Cemetery

The new memorial seat had been erected and painted. Youths were using the heap of waste soil to climb over a neighbour’s fence. The soil heap would be removed.Councillor Mrs Greenwell reported large numbers of wasps in the cemetery hedge. Mr Atkinson would deal with them.

Matters arising

Footpaths – Thief Lane; Riverside; Trod There was no progress on Thief Lane. Mrs Shepherd of NYCC had met a Wimpey representative at the Riverside who saw no problem with the path behind the bowling club, from Little Ayton lane to the footbridge, being designated a right of way. NYCC required a formal letter from the Parish Council expressing the wish to dedicate as a public right of way the path on the public open space. Councillor Groves said that the Trod had apparently been cleared but there was already a new deposit of rubbish.

Flooding on Roseberry estate
Letter received from Northumbrian Water stating that their investigation had identified a number of incorrect connections, primarily foul to surface water sewers. Residents would be notified that works were required to rectify the problem. The Parish Council would reply that it looked forward to a pollution free river but point out that there were still concerns that flooding, especially at the lower end of Roseberry Crescent, was an ongoing possibility.

Hambleton District Council had requested retrospective planning application for works already carried out.
Youth Activity day Stokesley youth leader unable to attend meeting. Councillor Kirk would arrange to meet him.
Flooding, Dump Corner Response from NYCC that funds had been allocated specifically for Bridge Street. Strong plea to be made for urgent action at Dump Corner.
30 mph signs, Yarm Lane Response from NYCC that the criteria for relocating the speed limit signs any further along Yarm Lane cannot be met

BT - re application to lay duct outside 5 High Green. The Parish Council would reply that BT’s suggestion of removing a line of mortar between the cobbles was not technically feasible. The cobbles were not mortared in place. The Council would prefer the telephone wires to be left as they were.

Revised application for Lanbaurgh Farm. The Parish Council still had concerns about access. Even if the fence was moved back the rise in the land would still impede visibility. There was no mention in the application of the Highways Officer’s statement that the land would have to be levelled. None of the amendments addressed the main problem which was that of access.

Councillors’ reports

Councillor Mrs Greenwell reported that various hedges needed cutting back. These were at Dump Corner, the Trod behind Edward Kitching Terrace, and Linden Avenue. The owners would be asked to deal with them.
Councillor Mrs Imeson said that approval for the felling of a dangerous tree in Waterfall Park had been obtained and the work carried out. Approval had also been given for crown-lifting trees in the cemetery.Councillor Fletcher reported that there was a dead cherry tree in the grass verge in Marwood Drive. Highways would remove it but not replace it. It was suggested that people requesting memorial seats might be willing to plant a new tree instead.Councillor Fletcher also brought to the Council’s attention the proposed boundary changes for North Yorkshire.
Councillor Groves said that fly posters for the Tile Sheds had appeared on trees, telegraph poles and litter bins. The clerk would write to the landlord saying the Parish Council would be obliged if he did not fly post on Parish Council land. BT would also be advised that the Council did not approve.
Councillor Bell had sent a report that there were dangerous potholes at the junction of Linden Avenue and Linden Grove. NYCC would be notified, and also of potholes at the Newton Road/Romany Road junction.
The Council was reminded that the visit of the Model T Fords would take place on Friday 4th June at 11.00 am.

The date of the next meeting would be Tuesday 22nd June 2004.
