Minutes of a Meeting of Great Ayton Parish Council
held on Tuesday 1st February 2005 at 7.00 pm
Present
Councillors L Groves, Chairman, Mrs J Imeson, Mrs F Greenwell, Mrs M Stevens, J Fletcher and P Bell. Sgt S Sanderson, PC Craig Bainbridge, and Mr H Atkinson, Cemetery Superintendent, also attended.

Apologies for absence were received from Councillor R Kirk.
Minutes
The minutes of the meeting held on Tuesday 4th January 2005 were approved and signed.
Police business
During January total crimes numbered 12 including 2 violent assaults, 2 autocrimes and 2 burglaries. There had been one non-injury accident. Of a total of 66 incidents, 12 involved antisocial behaviour. This compared with 9 antisocial incidents in December but was half those recorded for January 2004. Sgt Sanderson said that a concerted effort was to be made in summer to combat drink related problems. Councillor Fletcher observed that drinking problems had moved from High Green to Waterfall Park and the sports pavilion.
Councillor Bell reported that a group of 9 to 14 year olds was causing bother at the rear of the Chapel. He also commented on the problems caused by motorists parking on the double yellow lines outside the fish and chip shop.
Councillor Mrs Imeson said that there had been a fracas in the Royal Oak during which a window had been pushed out. There had also been a fight near the fish shop.PC Bainbridge asked if there was anywhere for youngsters to play football and was advised of the availability of the public open space, the Riverside.
Cemetery
Mr Atkinson reported that the paving near the Wall of Remembrance was very slippery when wet. He would get something to remove the algae. Councillor Fletcher suggested spreading sharp sand as a temporary measure.
Matters arising
Footpaths – Riverside - minute continued; stile Glebe field - owners of field to fit gates
Village Hall - Emergency repairs to the gable end wall had been authorised and carried out. Damage had occurred as the result of the recent gales. Councillor Bell would join the Village Hall sub-committee
Repair to pavilion - Mr C Pearson would give an estimate for repairs. Minute continued
Street name sign Roseberry Drive - the sign had been replaced. Councillor Fletcher reported that signs were being damaged all over the village resulting in money being wasted on replacements. Minute concluded.
Alders, Low Green - Minute continued
Campervan, High Green. A letter had been sent to the owner of the van who appeared now to be parking it away from High Green. Minute concluded.
Road edge deterioration Dump Corner - NYCC had agreed to carry out repairs. Minute concluded
Planning issues - Mr M Cann would attend the Parish Council meeting on 1st March 2005 to discuss planning issues.

NYCC - re closure of footbridge, Yarm Lane
- questionnaire re council and local charters.
Anthony Bovill - re visit to Great Ayton. Mr Bovill’s email had been forwarded to Rev Peverell for his attention.
HDC - Hambleton Local Development Framework - Parish and Town Council surveys - questionnaire. Councillor Fletcher to complete
The Countryside Agency - consultation - Criteria for Undertaking a Review of a National Park or Area of Outstanding Natural Beauty Boundary. Consultation response form. Councillor Fletcher to complete
HDC - re condition of sandbags. HDC to be asked if they had any plans in place to carry out regular checks
Pat Alexander - re bin collection. The Parish Council recognised the problems highlighted by Mrs Alexander. Her email would be forwarded to Mr Eric Kendall at HDC for his attention. Councillors agreed that the waste collection scheme was not ideal but believed that it would improve. Additional collections would result in higher council tax.
NYCC - re introduction of 3 tonnes maximum gross weight limit on bridge to north east of Woodhouse Farm, Little Ayton. It was pointed out that the bridge in question was relatively new. NYCC would be asked to re-think the imposition of a weight limit
Office of Deputy Prime Minister - re authorisation of Qualified Persons under section 36 of the Freedom of Information Act 2000Mr M McLoughlin - re overgrown hedges, and front of Bells Stores. The owners of the hedges would be asked to cut them back. The Council concurred with the comments in the letter regarding Bells Stores and a copy would be sent to Sainsburys, the current owners. The Council also suggested that Sainsburys took the opportunity to change to a sensible closing time, i.e. 10.00 pm.
J Lindo, Yatton House - re allotment and request for help with purchase of rotovator. The Council agreed a one-off grant of £100 in accordance with its policy of making occasional exceptional grants to help the youth of the village. The grant would be dependent on Yatton House being able to raise the remainder of the sum required, and on their keeping the allotment cultivated. They would be advised to apply for funding to the County Committee for Hambleton.
Mrs B Dumphy and Mrs S Dennison - re adoption by Great Ayton of village in Asian tsunami disaster area with view to offering long-term aid. The Parish Council was sympathetic to the idea but felt that such a scheme was beyond its capabilities. Councillor Groves would discuss the matter with Mrs Dennison and Mrs Dumphey.

The Parish Council was not happy with the top floor flat at the rear. Concerns regarding design aspects of the roof lights were raised. Councillors’ reports
Councillor Fletcher reported that HDC had sourced goal posts for the Riverside. The cost of £630 plus VAT was approved.Councillor Bell said that the District Nurse had asked him about the possibility of siting seats around the village for the benefit of the old folks. It was agreed that there were already numerous seats and that there were no additional suitable sites.He asked if the Parish Council could do something about the fence which had blown down next to the fish shop. The Council agreed that it could not get involved with neighbour disputes.
Councillor Mrs Imeson suggested that a letter of condolence be sent to Mrs Martin following the death of her husband. Leslie Martin was remembered with affection for his long years on the Parish Council, and as a friend.
Councillor Mrs Greenwell had received a request for additional disabled parking at the library end of the shops. The Council would consider the matter.
