Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 26th April 2005 at 7.00 pm

Present

Councillors L Groves, Chairman, J Fletcher, Mrs M Stevens, Mrs J Imeson, Mrs F Greenwell, R Kirk and P Bell. Mr H Atkinson, Cemetery Superintendent, Mr P Suggitt, River Warden Contractor, and PC Paula Eccles also attended.

Minutes

The minutes of the meeting held on Tuesday 29th March 2005 were approved and signed.

Police Business

PC Eccles explained the new policing procedures. Within two months 3 police officers would be based at Great Ayton who would provide cover from 8.00 am to midnight. There would always be at least 1 officer in the village,
or a crew car in the area. PC Eccles would investigate the possibility of an automatic diversion should the local telephone number be un-manned.
The statistics provided for March showed that there had been 16 crimes which included 1 violent assault, 4 auctocrimes and 2 burglaries. There had been one non-injury/animal road traffic accident. Of a total of 87 reported incidents, 26 involved anti-social behaviour.
Councillor Mrs Stevens expressed concern that it had been one and a quarter hours before a police officer attended a reported incident in Guisborough Road/Central Way footpath when youths were breaking bottles. She also reported that youngsters were still causing trouble in the play area - climbing the fence after the gate had been locked for the night and using foul language. PC Eccles said that this had been flagged up as a concern and patrols were being targeted to the area.The Clerk reported that more tiles had been broken on the pavilion roof. Councillor Fletcher informed the police officer that goal posts were in place in Riverside Park and available for use.

Cemetery

There were no problems.

River

Mr Suggitt reported that he had cut the grass near the stone bridge and removed several bags of rubbish. He told the meeting that he knew of a sponsor who would be willing to restock the river with trout but the riverbed would have to be dug out before conditions were suitable for fish. It was agreed that the Environment Agency be asked to do it whilst they were dealing with the debris from the recent floods.

Repair to pavilion - C Pearson had inspected the pavilion. He estimated that it would cost about £2000 to repair but it should be inspected by a structural engineer. It was agreed that Mr Arthur Walker be asked to recommend an engineer and oversee the project. Once the pavilion was put into order, the Cricket and Football Club could maintain it.
Alders, Low Green Councillor Fletcher said that the alders at the far end of Low Green restricted the flow of water when the river was in flood.
Storage and inspection of sandbags Hambleton District Council would be advised that the village sandbags were not used during the recent flood as its operatives did not know where the bags were stored. It was agreed that, in the light of recent events, it would be more sensible to store the bags at a central location such as Stokesley. They were not easily accessible in the present locations and were in any case difficult to handle. Councillor Mrs Greenwell suggested that people whose houses were likely to be flooded should be given their own supply of sandbags.
World War II 60th Anniversary events - Minute continued
Trods - Wheatlands - HDC denied responsibility for clearing rubbish from the path. Councillor Mrs Imeson would make respresentations; Cliffe Terrace - Transco were still working on the path; grit bin Spence Court - NYCC said that as it was a private estate they were not responsible for providing a bin. Broadacres would be asked to provide a bin and NYCC the grit to fill it.

Cllr J Fletcher - copies of various emails sent to HDC re flooding. Councillor Kirk said that the Parish Council should be pressing for action. The Parish Council’s concerns would be registered with Hambleton District Council, the Environment Agency and Northumbrian Water. Councillor Fletcher had prepared a report for HDC’s database.

Matters arising from the Annual Parish Meeting

Residents made serious complaints about large-vehicle traffic on Guisborough Road, mini roundabouts and dog fouling. Councillors agreed that the latter was getting worse. Mr Tanfield, who said he could list names of dog owners who did not clean up after their pets, would be asked for his list and any evidence which would lead to prosecutions.

Councillors’ reports

Councillor Fletcher had received a letter from a past mayor of Bachy, France about an airman named George Marley Fidler who had been shot down over his village during the war. His parents were George and Christiana Gertrude Fidler of Great Ayton. The writer would be grateful for any information about the family. Parish Councillors were unable to provide any information. The accompanying photograph of the gravestone would be framed and given to the Library.
Councillor Mrs Imeson had received a form from HDC offering grants for play areas. The Parish Council would apply for funding for safety surfacing for the swings.

The date of the next meeting would be Tuesday 24th May 2005.
