Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 19th July 2005 at 7.00 pm

Apologies

Apologies for absence were received from Councillors L Groves and P Bell.

Minutes

The minutes of the meeting held on Tuesday 21st June 2005 were approved and signed.

Police Business

Apologies were received from Sgt Sanderson who was unable to send a police representative to the meeting. The monthly statistics and newsletter had been received. There had been a total of 28 crimes including 2 violent crimes, 4 autocrimes and 1 burglary. There had been one injury road traffic accident. Of a total of 139 incidents, 31 involved antisocial behaviour.
North Yorkshire Police were launching a campaign to recruit more Special Constables and a leaflet about it had been received.
Jemma Hunton, Youth Worker at Stokesley School, had written to thank the Parish Council for their support with the 4-You Outreach Project. Councillor Mrs Imeson expressed disappointment that Tim Woods from HDC had not yet been to look at the proposed site for the youth “pod” despite there being no-one else in the queue for it.
Councillors reported at least two accidents at the Tree Bridge junction. Highways and the Police would be notified and the former asked if they had a date for the promised consultation on the junction. A car had also been written off in an accident at the mini roundabout at the top of Newton Road.Councillor Mrs Greenwell reported having to wait 7 minutes for the police to answer a call regarding youths causing nuisance and could not be promised that anyone would attend.

Cemetery

The number of rabbits had been reduced by about half and work to eradicate them would continue.
Mr Atkinson reported that someone had been using the Captain Cook Memorial Garden as a toilet. Councillors were disgusted and suggested that anyone caught doing so should be prosecuted. Councillor Fletcher proposed that the dilapidated wooden fence at the garden be replaced with a steel one to match the fence adjacent to Easby Lane. The blacksmith would be asked to fabricate it.

River

The Parish Council was still very concerned about the shoals in the river. The Environment Agency would be reminded of the problem and asked to consider the effect on flooding if Great Ayton should suffer the same degree of rainfall as recently fell in the Helmsley area.
It was reported that the bins in Waterfall Park were overflowing. Mr Kneebone of HDC would be advised that the situation was less than satisfactory, particularly in Waterfall Park, and that cover was needed over the weekends.
Councillor Fletcher had undertaken a survey of the 12 seats on Low Green. Two were in need of urgent repair and ten others also required attention. Two could be replaced the next time anyone wished to dedicate seats. Paul Suggitt was asked to undertake the repairs.
Councillor Mrs Imeson reported that someone had fallen and broken two fingers on the damaged “grass-crete” path next to the river on the High Street. Highways would be asked to inspect the path and effect repairs.Dog fouling was again a problem, particularly down Newton Road. The dog warden would be asked to make some early morning visits in the hope of catching irresponsible dog owners.

Matters arising from the minutes

Footpaths – Riverside – an estimate of £3369 had been received for making the new paths. NYCC would be asked if they were going to fund it as the Parish Council had been led to believe. Minute continued.
Village Hall – matters were still being delayed by the Charity Commission. Minute continued.
Repair to pavilion – a letter had been sent to Mr Nixon of Wimpey inviting him to come and inspect the pavilion with the Parish Council and talk about the way forward. The roof had sustained more damage. Mr Ray Speed had asked on behalf of the Football Club if the bottom field could be used for junior matches and training. As this area was public open space for use by all it was decided that Councillors Kirk and Mrs Greenwell should meet Mr Speed at the Riverside to discuss the matter. Minute continued.
Alders, Low Green – Mr Crombie would be asked to take out tree which was impeding the flow of the river. The report on other alders still awaited. Minute continued.
Storage and inspection of sandbags – the sandbags at Manor Farm would be disposed of. HDC had said they were a gift to the village. Minute concluded.
World War II 60th Anniversary events
– The church service had been very good and well attended. The vicar was to be congratulated. Minute concluded.
Grant for play area – it was decided to purchase the product supplied by Matta Products Ltd which, although the most expensive, had the longest guarantee and would be installed by the company. Minute continued.
Gift for retirement of Dr Davies – it was decided that the presentation should be made at a mutually agreeable time in the Library. The Library Manager would be asked for permission. Minute continued.
NYMNPA - Pre-Submission Draft Statement of Community Involvement - Planning Issues Consultation –Councillor Fletcher would submit views by the end of the month. Minute concluded.
Traffic issues, Bridge Street
- the Parish Council thought that there were points for and against the proposal but believed that it should be decided by Highways on safety criteria. Minute concluded
Flooding and sewage discharge - Cllr Fletcher expressed amazement that Northumbrian Water could claim it was not aware of any significant sewage discharge. A further letter would be sent enclosing photographs. Minute continued.
Frontage of Bells Store A further letter would be sent to Bells pointing out that the Co-op had toned down its frontage when asked to do so. Minute continued.

Mr M Beeforth - report on annual accounts. Mr Beeforth said that there were no matters arising from the accounts that needed to be brought to the Council’s attention. He had asked, however, if the Village Hall had been revalued and had been advised that the current valuation was based on the insurance value. He had also recommended that Mr Suggitt be asked to provide receipts for his payments. The clerk would provide pro forma receipts in future.

Mr J King – complaint re disabled access to cemetery. Mr King had found it difficult to exit the cemetery through the small gates with his wheelchair. The Council proposed to do nothing but said that Mr King should be advised to use the main gate during working hours.

HDC Justine Forrest – re POS funds. It was agreed that some of the fund could be used to provide the new safety surfacing in the play area.

Councillors’ reports

Councillor Mrs Imeson reported that the allotment hedge opposite Yatton House had grown over the footpath. It would be inspected and the necessary work put in hand.Councillor Mrs Greenwell had been asked if a disabled parking bay could be provided near the telephone box on the High Street. Councillors felt this would be difficult but would keep an eye on the situation.A caravette was parked on Low Green displaying a “for sale” notice. The owner would be asked to remove the vehicle.
Councillor Mrs Stevens reported that rubbish was being dumped in the lay-bys on the B1292. Highways would be asked to cut the grass which afforded cover for the tippers. Councillor Fletcher wondered if the increase in fly-tipping could be due to the change of regime at Stokesley household waste tip.

The date of the next meeting would be Tuesday 16th August 2005.
