Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 8th November 2005 at 7.00 pm

Present

Councillors Mrs M Stevens, Chairman, Mrs J Imeson, Mrs F Greenwell, J Fletcher, P Bell. Messrs H Atkinson and P Suggitt, and one member of the public, Mr Dobson, also attended.

Minutes

Councillor Bell said that he had asked Councillor Fletcher to come back with an answer as to what proportion of the Highways budget was allocated for Great Ayton. He wished this to be included in the minutes. Councillor Fletcher replied that he had responded to Councillor Bell’s question at the time – the budget did not work like that and funds were not allocated to particular areas. Councillor Bell also requested minor amendment to the wording of his remarks in Police Business. The minutes of the meeting held on Tuesday 18th October 2002 thus amended were then signed.

Hambleton Local Development Framework

The Chairman invited Mr Dobson to speak. He complained that consultation on the Local Development Framework had been insufficiently advertised by Hambleton District Council and was worried that the survey did not reach all who should be consulted. Residents were very concerned about the areas identified as possible development sites. Councillors said that the meetings had been advertised in Hambleton News and notices had been posted. Councillor Bell said that Hambleton should be informed that the bus was inadequate. Councillor Mrs Imeson explained that when these consultations occurred landowners would identify their sites for potential development. This did not necessarily signify that planning approval would be sought. Great Ayton District Councillors had made it plain at Hambleton that development outside existing limits was unacceptable. The Clerk would respond on behalf of the Parish Council, as on previous consultations, that it did not wish to see development limits extended, nor any develo pment outside the existing limits. Infill at Hollygarth, Cleveland Lodge, and the slaughterhouse could be considered if and when applications were made.

Police Business

Apologies were received from Sgt Sanderson. October’s newsletter indicated that this year had been particularly bad for fireworks. A man who had been camping in Suggitt’s field and was believed to be giving young children alcohol had been moved on. An instance of “happy slapping” had been reported and was being investigated. The monthly statistics showed that of a total of 17 crimes there had been 4 violet crimes, 4 autocrimes and 3 burglaries. 115 incidents had been reported including 38 of antisocial behaviour.A response from Insp Peter Gold to the Parish Council’s letter complaining of poor service from the Control Centre had been received. He could not comment on the particular incidents raised by Councillors as he had not been provided with dates and times. However he conceded that their experiences had been unacceptable. He pointed out that control room performance was improving and reiterated an invitation for Councillors to visit.
Councillors had received reports of cars driving around on Low Green any time between 9.30 pm and 2.00 am. They were disturbing residents and making a terrible mess of the green. The police would be informed.
Councillor Bell said that a recent survey showed that the public was receiving inadequate response from the police all over the country.

Cemetery

Mr Atkinson said there had been no problems in the cemetery. He and Mr Suggitt had cut back the trees at Stone Bridge.
Councillor Mrs Imeson complained that the Garden of Remembrance was very untidy with vases everywhere. Mr Atkinson said that he had tidied away those not in use. It was suggested that the rotten noticeboard be replaced with a painted cemetery regulations board. Mr Atkinson would paint the fence next to Yatton House with green Cuprinol or similar.

River

Mr Suggitt had received favourable comments on the removal of the trees at Stone Bridge but he reported that the roots were damaging the wall. The Environment Agency would be notified. He had cleared rubbish from the river, including a child’s bike in good condition.
Northumbrian Water were dealing with sewage problem

Matters arising from the minutes

Footpaths – Riverside Minute continued
Village HallA letter from Mr D Williams with suggestions for hall was read to the Council who agreed with his sentiments. Councillor Mrs Imeson reminded the meeting that there had been an opportunity for a new hall at Roseberry School but no-one had been interested. Users of other halls in the village had not agreed and there had been no response to an article in ”The Stream”.
As Councillor Kirk had received no word from ProHelp it was decided to employ an architect recommended by HDC.

Alders, Low Green Planning permission would be sought for the removal of the large alders at the far end of the green.
Frontage of Bells Store Minute continued
Highways matters - grass-crete path, High Street –Highway had been unable to identify the particular problem and suggested a site meeting. Councillor Mrs Imeson said that all that was required was for the holes to be filled in with soil; hedges, Yarm Lane - Highways had inspected hedges and found that they did not need cutting; barrier for footpath, Chapel Steps – Minute continued; Tree Bridge junction – Mr M Moore apologised for lack of response to previous letter. He would ask for additional investigatory work to be carried out.

Repairs to dog bins; dog fouling problem Arrangements had been made for further dog warden patrols to be carried out.
Christmas The date for the float was changed from 21st December to 23rd. The collection taken at carols round the Christmas tree would be given to Yorkshire Cancer Research, the Chairman’s chosen charity. A licence, if required, would be obtained from HDC.

Cllr J Fletcher – copy of email from NYCC re cycle racks. The Parish Council agreed that cycle racks would be useful. It was suggested that a resident , known to be a keen cyclist, should be asked if he would be willing to regularly check cycle lockers at the station
Cllr Fletcher – copy of various emails re River Leven at Great Ayton. The Environment Agency would remove silt from the river bed week commencing 15th November 2005. It would be advised that the problem was not just at the Stone Bridge but also near the Buck and Hollygarth bridge.

Planning applications

Alterations and two storey side extension to existing dwelling as amended – 17 Newton Road. No representations
Revised application for alterations and extensions to existing dwelling to form first floor accommodation – 14 Wainstones Drive. Councillors understood that at a previous planning meeting members had considered light oak unacceptable. The applicant should use medium oak as originally approved. If the Planning Officer was moved to grant the application the Council would ask that it go to the Planning Committee again

Councillors’ reports

Councillor Fletcher reported that there was a problem with trees in Waterfall Park. The Environment Agency would be asked to remove the branch which had fallen in the river and also the rest of the tree which was unsafe. Mr Crombie would be asked to inspect an ash which was damaging a maple and to tidy up any trees in need of attention.
Councillor Bell said that there was a problem with trees on the allotments, including Leylandii and alders. It was agreed that only fruit trees should be grown.
Councillor Mrs Greenwell reported that work had started at a building site on Romany Road and there was a lot of mud on the road. Highways would be notified.
