Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 18th July 2006 at 7.00 pm

Present

Councillors R Kirk, Chairman, J Fletcher, P Bell, Mrs F Greenwell, N Waters.  Messrs H Atkinson and P Suggitt, and PC Michelle McFarlane and PCSO Chris Read also attended.

Apologies for absence were received from Councillors Mrs J Imeson and Mrs M Stevens.

Minutes

The minutes of the meeting held on Tuesday 20th June 2006 were approved and signed.

Police Business
The Chief Constable had replied to the Council’s concerns regarding the Control Room and suggested that the Parish Council should visit as it was clear that the operation of the call handling system was not understood.  A letter had been received from the Events Officer outlining procedures to be followed for running of the village fete procession.  
PC McFarlane reported that the CCTV camera was to be moved to Stokesley.  Councillor Kirk said that it had been beneficial and the village had appreciated its being there.
Councillor Fletcher reported that there had been numerous problems on High Green with youths using footballs as missiles. Councillor Waters asked if there had been any progress on the incident involving youths attacking younger boys on their way home from cricket practice.  It was reported that there was a lot of trouble at the cricket pavilion on weekend nights involving damage to the building, broken bottles etc.  PC McFarlane said that the police would check the pavilion on weekend nights.  Councillor Fletcher said that boy racers were still causing problems screaming round High Green and the High Street.
Cemetery

Mr Atkinson said that favourable comment on the new footpath had been received from the public.  The hedgecutter was inadequate for the amount of work required and the purchase of a new one was authorised.  The broken seesaw in the play area had been repaired, and the metal remains of the seat in Waterfall Park ground off.  Councillor Kirk said that he had heard many compliments about the Greens.
Councillor Fletcher asked if Mr Atkinson could check the condition of the seats outside the library, and Councillor Bell said that the trees in the cemetery required attention.  Mr Atkinson would deal with these matters.

River

Mr Suggitt had cleared rubbish from the river several times, and had strimmed the banks.  He asked if a sign could be erected saying that it was illegal to throw litter.  Councillors said that it would be impossible to implement but they believed Hambleton District Council officers and some police officers were trained to issue spot fines.
There had been no response from the Environment Agency regarding its programme of works for the river in Great Ayton.  Councillor Fletcher said that it would be beneficial for the EA to work in partnership with the River Warden Contractor, especially with regard to the removal of silt banks.  He said that information regarding a training wall near the stone bridge was available on the Environment Agency website.

Matters arising

Village Hall  Councillor Kirk had prepared a report.  Councillors agreed to accept the recommendations contained therein  with the exception of the item “plus 2 by any other Great Ayton regularly using the Hall” in section 6.Highways matters - barrier for footpath, Chapel Steps – work to be undertaken in the autumn; Tree Bridge junction – minute continued;  railings Waterfall Terrace, footbridges – NYCC agreed to provide materials.  Additional railings identified as being in need of attention; parked vehicles Guisborough Road – NYCC to investigate; speeding cars Station Road – NYCC to investigateArcade – Further letter to be sent to Mowden Park re broken bollardBus service – response from Wm Hague MP and copy of letter to him from Arriva.  Minute concludedRiverside Park – footpath; copse – minute continuedKissing gate at footbridge near Leven Court – NYCC unable to assist as it was not a registered public right of way

Councillors, reports

Councillor Fletcher had been asked by a visitor why the name on the stone bridge was missing.  Councillors agreed to give some thought to replacing the name
Councillor Bell reported that a vehicle for sale had been parked for 4 or 5 days at the bottom of the Chapel steps.  He was advised to put a polite notice on it, as had been done to good effect in similar circumstances at Park Square.
Councillor Mrs Greenwell advised the meeting that Councillor Fletcher had been appointed Chairman of the North York Moors National Park Authority.  He was congratulated by the Council.
Councillor Kirk said that Rainbow Nurseries were still advertising their business by means of boards on the grass verge.  HDC would be informed.
