Minutes of a Meeting of Great Ayton Parish Council
held on Tuesday 26th February 2008 at 7.00 pm
Present
Councillors Mrs J Imeson, Chairman, J Fletcher, Mrs F Greenwell, D Conroy and G Readman. PCs G Jones and M McFarlane, and Messrs H Atkinson and P Suggitt also attended.

Minutes
The minutes of the meeting held on Tuesday 29th January 2008 were approved and signed
Police Business
Councillor Mrs Imeson had received a letter from Mrs H Neal regarding speeding traffic on Newton Road, and dog fouling. Mrs Neal praised the police for the efforts they had taken to communicate with residents at the recent Respect event. PC Jones said that a PCSO was to be in charge of speeding to gauge how big a problem it was. The results of a matrix operation should have been available. Mrs Neal would be advised of the action being taken. Councillor Mrs Greenwell asked at what time of day the matrix had been employed as the problem was worse at night. The Dog Warden and Mr G Lodge would notified of the problem of fouling, particularly at the Chapel Steps and Newton Road.
PC Jones advised the Council of a slight setback on the Dispersal Order. PC McFarlane had provided NYCC with the number of reported incidents in the Linden Grove/The Hawthorns footpath area in connection with the application to close the path.
Councillor Mrs Imeson reported that thieves had been trying to steal lead from the roof of a garage in Leven Court. Councillor Mrs Greenwell said that lead had been stolen from a roof in John Street.
The statistics for January showed that there had been a total of 28 crimes, which included 3 violent assaults, 6 autocrimes and 6 burglaries, an increase on the same period last year. There had been 98 reported incidents.
Councillor Mrs Imeson thanked the police officers for attending.
Cemetery
Mr Atkinson reported an incident at the play area when someone had tried to set fire to the toddlers’ area and damaged the safety surface. He said that there had been no further damage since the walkabout on Respect Day. The police would be notified of the improvement. Councillor Fletcher said that the police had commented that the play area would have been safer if the hedge had been removed to open up the area. The antisocial youths felt safer enclosed behind the hedge. Mr Atkinson said that residents had said much the same. It was proposed that the plan to remove the hedge be revisited.
Mrs Eardley had complained to Councillor Mrs Imeson about the state of Yatton House’s hedge and grounds. Mr Atkinson said that the hedge was a work in progress. Yatton House would be asked to remove the litter from their grounds. The Parish Council arranged for the allotment hedge to be cut, but that part of the hedge outside the Skottowe estate was the responsibility of Highways.
River
Trees at Low Green – HDC had approved the application to remove the trees from the Waterfall to Low Green. Some Councillors did not recall discussing the trees between the Waterfall and the Stone Bridge. Councillor Fletcher said that his report had been discussed and accepted at a previous meeting. It would be brought to the next meeting for further consideration.
Mr Suggitt had removed several bags of rubbish from the river
Matters arising from the minutes
Village Hall - minute continued
Highways matters - Tree Bridge junction - minute continued; railings Waterfall Terrace etc - minute continued; footpaths - rear of Cliffe Terrace – minute continued; Chapel steps – Highways had responded that they had inspected the path and did not consider it to be hazardous. They would continue to monitor it. Councillor Fletcher said that the seat should not be removed because of a couple of incidents, but the salt bin, which was also a congregating point, and not used for salt, should be taken away. Highways would be asked to do this
Memorial tree at Riverside - the purchase and planting of the tree was in hand. Minute concluded
Hedge at Pease Cottages - the hedge had been further cut back. Minute concluded
Memorial seat – Mrs McLellan – A seat was to be sited at Low Green. Minute concluded
Flooding Easby Lane and Newton Road - Highways had visited the site at Easby Lane and an order had been issued to clean and jet the drains and gullies. The situation would then be monitored. Mrs Ward had responded that they hoped to isolate and repair a blockage when the water had drained away. Minute concluded

Samaritans – request for funding. Denied in accordance with Parish Council practice
Mrs W Bass – re street cleaning. Councillor Mrs Greenwell would check the street cleaning schedule for Station Road. HDC would be notified if it appeared that it was not being cleaned sufficiently frequently
NYCC – request for comments on proposal to close footway between Central Way and Linden Grove. The Parish Council would respond that it was in favour of closure to get rid of problems that residents were experiencing

HDC – Stakeholder Consultation on Car Park Charging 25.2.08, Stokesley Town Hall 7.30 pm; questionnaire. The Council had no objection to car park charging but felt that it should be uniform throughout the district
Yorkshire Local Councils Associations – selection of nominees for a parish member to the NYMNPA Northern Area Forum

HDC – advice re standards
The Rotary Club of Guisborough and Great Ayton – request for permission to erect tent or trailer on High Green for Stroke Awareness Day 26.4.08. Approved
John Proud HDC – re condition of beehive bins. The Parish Council did not like the design of the new bin suggested by HDC. Enquiries would be made to find a source of new beehive bins
Ray Speed – re dog fouling; re extension of lease. Mr Speed would be advised that the lease could not be extended. He would be asked if the Cricket and Football Club had considered using the bottom field where no lease applied. He would be advised to apply for funds to the County Committee for Hambleton. Extra dog fouling signs would be provided.

It was decided that the theme of the fancy dress parade would be changed to “Great Ayton – Past, Present and Future”. Marske Brass Band had agreed to play at the fete. The menu for the buffet lunch was agreed

It was agreed that the fees be increased by 3%, rounded up or down as appropriate. Funeral directors would be notified.
