Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 7th October 2008 at 7.00 pm

Present

Councillors N Waters, Chairman, Mrs Imeson, Mrs F Greenwell, J Fletcher, D Conroy and G Readman.  Mr H Atkinson, Mr P Suggitt and one member of the public also attended.

Minutes

The minutes of the meeting held on Tuesday 9th September 2008 were approved and signed.

Police Business

There was no police attendance.
Antisocial behaviour – Edward Kitching Terrace.  The member of the public said that the antisocial behaviour had been much reduced.  The police had been making regular patrols and had delivered diary forms, which the residents were completing.
Councillor Fletcher had received a complaint that Linden Grove looked like World War II.  He had pointed out to the resident what measures the Parish Council had taken to mitigate the problem.
Councillor Readman had received a complaint of youths in the cemetery throwing stones at cars and people.  He had telephoned the police who had logged the complaint.  Mr Atkinson said he thought the youths were throwing things at the horse chestnut tree to dislodge conkers and did not intend to hit cars or passers-by.
Councillor Mrs Greenwell had heard that the police had found a cache of fireworks worth £500 hidden behind a hedge in Great Ayton.

Cemetery

Play area hedge – Councillor Readman had visited various play areas with his grandchildren and had observed that they were all totally open.  He said that a play area should not be enclosed. An acceptable quotation had been received from Bilsdale Landscapes and it was agreed by 5 votes to 1, Councillor Mrs Imeson demurring, that the hedge be laid.  A letter had been received from Mrs S Tanfield objecting to the removal of the hedge.  She would be advised of the Council’s decision; cemetery hedge – minute continued.

River
Mr Suggitt said that the river had been fairly tidy, perhaps because there had been fewer visitors.  The bank was still collapsing in places but was being monitored by NYCC.  He had observed that there were fewer fish. 
Matters arising from the minutes

Village HallCouncillor Kirk had sent a report saying that quotes had been received for repairs to the roof but those for repairs to windows were still awaited.  He hoped to have the figures for the next meeting.
Highways matters - Tree Bridge junction – letters had been received from residents regarding the disrupted bus service; railings Waterfall Terrace – minute continued; Bridge Street pedestrian improvement scheme – minute continued; drain Station Road - NYCC would pressure jet on 15.9.08 – minute concluded; Yarm Lane – NYCC had exposed 30 mph and footpath signs.  No other issues requiring their attention were identified.  Minute concluded; run-off Hall Fields, trod Cliffe Terrace – these would be  added to work programme of NYCC Ranger Team – minute concluded.
Library seatsMrs Cumbor had been very pleased to hear that the seats were to be replaced.  Councillor Fletcher would obtain prices for replacements
Floodwater storage scheme - minute continued

Mr Rotheram had agreed to undertake the refurbishment work
Trees High Green
Mr Crombie had been asked to inspect the trees.  Minute continued

Correspondence

Paul Peverell – list of Christmas dates.  All Saints carol service would be held on Tuesday 16th December at 7.30 pm, and Christ Church carol service on Sunday 21st at 6.00 pm.  The Parish Council agreed that carols round the tree should be held on Monday 22nd at 7.30.  The Father Christmas float would tour the village on Tuesday 23rd December.

Mr R Speed – invitation to watch junior football.  Several Councillors had already attended and seen how many youngsters were involved.  They had been very impressed.  The Darlington and Stockton reporter would visit and write a report.

Planning applications

*Construction of replacement glasshouse – Cooks View Nursery
Revised retrospective planning application for the siting of a residential caravan and construction of a dog kennel – Chapel View Pony Stud.  The ParishCouncil objected to this application on the grounds previously stated.  There was no necessity for a residence as the stud was only a short distance from the village where accommodation was available.  It was believed that two people were already living on site, though the application was for only one.
Application for construction of front, side and rear extensions at Mead House, 8 Dikes Lane – amended plans.  No representations

Councillors Reports

Councillor Fletcher reported that the Twinning Association beech tree, which had been removed, had been replaced by a horse chestnut.
Councillor Kirk had sent a report.  Rotary wanted to plant spring bulbs, in conjunction with the local schools, in the grass verge opposite Low Green.  This was approved.  Councillor Kirk had received a complaint from a mobility scooter user that bushes overhanging the wall of the property opposite Hollygarth bridge obscured his view of traffic.  The owner would be asked to cut them back.
Councillor Conroy asked for confirmation that the trod to the rear of Cliffe Terrace would be tidied up.  He was advised that NYCC would deal with it.  He asked if the play area hedge had always been high and Councillor Mrs Imeson confirmed that it had.
