Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 22nd April 2008 at 7.00 pm

Present

Councillors Mrs J Imeson, Chairman, Mrs F Greenwell, N Waters, G Readman, J Fletcher, R Kirk.  Messrs H Atkinson and P Suggitt also attended.

Apologies

Apologies were received from Councillor D Conroy who arrived late at the meeting

Minutes

The minutes of the meeting held on Tuesday 25th March 2008 were approved and signed

Police Business

The police were unable to attend but had sent a report, which included details of action to be taken with regard to the dispersal order and arrangement of activities for youth in the village.  
There had been 3 accidents at Tree Bridge in the previous month, one of which resulted in 5 casualties.  
The March statistics showed that there had been a total of 27 crimes which included 2 violent crimes, 6 autocrimes and 4 burglaries.  There had been 7 road traffic accidents.  A total of 107 incidents had been reported, an increase of 19 on the same period last year.
PC McFarlane would be thanked for her report, which the Parish Council found most useful.

Cemetery, play area, greens

Play area hedge – minute continued.  Mr Atkinson said that the football pitch in the play area was being well used.  Drinking had virtually stopped and there had been no complaints from the neighbours.  He would replace the bench which had been burnt with one from the cemetery which was not used.
Dog fouling on Low Green was a real problem.  The Dog Warden would be asked to attend and notices would be put up warning of heavy fines.  The footpath to the play area was disgusting and not regularly cleaned.  Hambleton Councillors would raise the matter with the street cleansing department.
It was estimated that there was about 10 years worth of space left in the cemetery

River

Mr Suggitt had cleaned out the river.  Councillor Mrs Greenwell said that the Environment Agency had cleared the bank of stones from under the Stone Bridge.  Mr Suggitt said that it had just been spread about.

Matters arising from the minutes

Village Hallthe sub committee had held a meeting.  Costings from a quantity surveyor were now required.  There would be no help from the military.  Minute continued
Highways matters - Tree Bridge junction – Councillor Fletcher said that, with regard to the proposed roundabout, there were problems with utilities under the road and the purchase of land.  These matters were being dealt with - minute continued; Railings Waterfall Terrace – minute continued; Footpath - rear of Cliffe Terrace – Highways to be chased up - minute continued

NYCC – re urban grass cutting
David Harrison – re visit of vintage tractors 25.6.08 - approved
D M Hardy – re traffic problems.  Mr Hardy would be advised that the A173 was an “A” road and as such NYCC would not reclassify it to bar heavy vehicles.  The Stone Bridge would take anything that went over it.  With regard to yellow lines at the junction of Station Road and the High Street, the Parish Council did not believe that parking caused a problem.  Mr Hardy’s letter would be forwarded to Highways for their attention.  Councillor Readman said that it was only one mile further for lorries to go via Swans Corner.  Councillor Fletcher said that the signs at Stokesley roundabout had been defaced and were to be replaced
York and North Yorkshire Playing Fields Association – invitation to join.  Declined

Councillors’ reports

Councillor Mrs Greenwell had been asked if the verge near the white bridge at the west end of the Low Green was being cultivated.  She was advised that the snowberry had been cut back to tidy up the area.

The date for the November meeting was set for 12th November 2008.  
The date of the next meeting would be Tuesday 20th May 2008
