Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 20th May 2008 at 7.00 pm

Present

Councillors Mrs J Imeson, Chairman, Mrs F Greenwell, J Fletcher, N Waters, R Kirk, G Readman and D Conroy.  Mr H Atkinson also attended.  Councillor Mrs Imeson welcomed the new press reporter, Mrs B Dumphy.

Election of Officers

Before calling for nominations for Chairman and Vice-Chairman, Councillor Mrs Imeson proposed that Councillors continued with their responsibilities, unless they wished to relinquish them, for the duration of the Council.  This was seconded by Councillor Fletcher and agreed by the Council.   She then called for nominations for Chairman.  Councillor Fletcher proposed Councillor N Waters.  This was seconded by Councillor Mrs Greenwell and unanimously agreed.  Councillor Waters thanked Councillor Mrs Imeson for her work during the year and for keeping everyone in order.  He then called for nominations for Vice-Chairman.  Councillor Mrs Greenwell was nominated by Councillor Kirk, seconded by Councillor Mrs Imeson and duly elected.

The minutes of the meeting held on Tuesday 22nd April 2008 were approved and signed

Police Business

There was no police officer present but PC Glyn Jones had sent a report updating progress on the dispersal order which had been running for nearly a month.  There were no figures available but a number of people had been asked to leave the dispersal area following reports of antisocial behaviour.  There was still a problem with people in cars gathering in the High Street and on High Green, and there was some evidence of antisocial behaviour being displaced to other parts of the village.  These issues would be vigorously addressed.  Councillor Fletcher remarked that although the report said that there had been displacement of antisocial behaviour to other areas of the village, there was no change – it had always been there.
Councillor Waters said that he had been aware of a greater police presence in the village.  

Cemetery, play area, greens

Mr Atkinson reported that someone, probably children, had tried to break into the new shed.  Two boards had been smashed but nothing had been taken.  Mr Rotheram was to start painting the play area equipment in the next week.  The dog fouling situation had improved in all areas.
Councillor Waters reported that people had said how smart Low Green looked.  
He asked Mr Atkinson about the rat situation on the allotments and was advised that so long as people kept on top of the problem, it could be dealt with.
Councillor Mrs Imeson said that Mrs Lindo, the manager of Yatton House, was leaving.
Play area hedge – minute continued.  

River

Mr Suggitt was unable to attend but had reported that he had cleared out the river and strimmed the banks

Matters arising from the minutes

Village HallCouncillor Kirk had tried for a grant but with no success.  He would keep trying. Councillor Mrs Imeson asked if anything was actually going to be done.  Councillor Kirk said that the hall needed to be made weather proof and he would bring a scheme to spend £50k to £60k to the next meeting.  Councillor Waters said that if the Parish Council was not going to be able to finish the project, it should save money and sell the building. Highways matters - Tree Bridge junction - Minute continued; railings Waterfall Terrace - Minute continued; footpaths - rear of Cliffe Terrace – Highways had inspected the path and agreed that although work was required, it was non-urgent and it may not be possible to fund it.  
Beehive binsCouncillor Fletcher had inspected the bins and prepared a repair list.  Mr Rotheram would be asked to carry out the repairs, and also refurbish the bin in Waterfall Park which had been set on fire.
Dog foulingthe Dog Warden had been instructed  to attend.  HDC would trial new dog poop bags at three locations – Low Green, Waterfall Park, and the end of Romany Road.  It was hoped that larger signs could be obtained.

Middlesbrough Council – LDF Submission Regeneration Development Plan Document – alternative site allocation representations consultation – comments invited.  Nothing in the plan would affect Great Ayton
D Taylor – re damage to Stone Bridge.  Letter to be forwarded to NYCC for their attention
A Ward – re fencing on Hall Fields footpath.  Acknowledged
HDC and NYMNPA – re payphone provision – views requested.  The Council would respond that a report on usage would be useful, and also ask if local people had been consulted.  Concern was expressed that the phone was in an area much used by horse-riders, walkers etc and could be useful in an emergency
YRCC – invitation to renew membership.  Agreed
S Capes – re kerbside recycling.  Councillors agreed with Mr Capes’s comments.  Councillor Fletcher said that the recycling service was being revised
G Hetherington – re bylaws for Low Green.  Mr Hetherington would be advised that the by-laws for Low Green were the same as those for High Green
E Harrison – re verge, Mill Terrace.  If the residents agreed that it would be useful to put road planings on the verge they could apply to NYCC
Mrs C Best – re trees Wainstones Close.  Mrs Best would be advised that the Parish Council had decided to take no further action in the matter
Mrs J Turnbull – re flower tub.  Mrs Turnbull would be thanked for her offer to maintain the tub outside her shop
Mr I Sproates – re willow tree, Low Green.  Mr Atkinson would be asked to prune the branch which was overhanging Mr Sproates’s shed

Annual Accounts for Signature

The accounts were signed.  The annual governance statement was approved by the Council and signed.

Councillors Reports

Councillor Fletcher reported that trees overhanging the footpath between Hollygarth and Easby Lane needed to be cut back.  The owner would be contacted.  There was a pothole in the parking area in front of the Arcade.  Councillor Fletcher would bring it to the attention of Highways.
Councillor Mrs Greenwell suggested that when the police brought their vehicles to Great Ayton police station to be washed it would be useful if they showed their presence by driving up Guisborough Road and down Newton Road.  This suggestion would be passed on to the police.
Councillor Mrs Imeson asked if the clock on Marwood School was going to work.  She was advised that repairs had been carried out and it was working.  She said that it was time that the Yorkshire Rose was oiled again.  Mr Barker would be asked to do it.  Councillor Mrs Imeson’s daughter had offered the Parish Council a gazebo.  This was gratefully received.
Councillor Waters commented that it was good to see a fruit shop open in the village again.

The date of the next meeting would be Tuesday 17th June 2008
