Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 17th June 2008 at 7.00 pm

The minutes of the meeting held on Tuesday 20th May 2008 were approved and signed

Police Business

A report from PC Glyn Jones indicated that the dispersal order was having some success, although some residents were not happy about it and there were problems still to be ironed out.  The traffic division was going to be asked to assist with boy racers and other traffic related issues.
Statistics for May showed an increase in crime compared with the figure for the same period in the previous year.  There had been 4 violent assaults, 4 burglaries and 5 autocrimes.  A total of 104 incidents had been reported.  Councillor Mrs Greenwell said that the statistics were useless as they gave no detail as to where and when incidents had occurred.  PCSO Marshall said that NYP were going through the process of implementing a new system which should be in action within a month.
Councillor Kird enquired about an accident at Skotta House corner but no information was available.  He thanked the PCSO for the work he put in during the fete.
Councillor Waters commented that the police appeared to be more visible and was informed by PCSO Marshall that he was always in Great Ayton on his late shift.  He was thanked for attending the meeting.

Cemetery

Play area hedge – minute continued; plaques on Wall of Remembrance – a plaque, which did not match the others on the Wall of Remembrance, had been removed on the instruction of the Cemetery Manager.  The Clerk would visit the lady concerned and notify her of the design requirements, and a new plaque would be ordered.

River

Mr Suggitt said that there had been no problems and he continued to remove litter from the river.  The banks were gradually being undermined and could become dangerous.  The Environment Agency would be informed.  Mr Atkinson would strim the vegetation on the south bank of the river at Levenside, which looked very untidy.  Mr Atkinson reported that the banks on Low Green were being damaged by horses going into the river.  A letter would be sent to the horse owners asking them to desist.

Matters arising from the minutes

Village Hall  - Councillor Kirk had made a further application for a grant.  He had asked for quotes for the four major areas in need of attention – the roof, windows, disabled access, and kitchen and toilets.  Councillor Mrs Greenwell said that a meeting had been arranged with the police, youth service, and young people to establish what was wanted from the hall
Highways matters - Tree Bridge junction; railings Waterfall Terrace– minute continued
Dog fouling – a new dog warden was to be appointed.  The trial dog waste bags were due shortly, and the Street Scene Manager was trying to source larger warning signs.  Minute concluded
Hedge – Easby Lane – the owner of the hedge would trim it when the nesting birds had flown.  She had asked if the trees in the Captain Cook Memorial Garden, which overhung her garden, could be cut back.  She was advised that she could remove any branches which overhung her garden.  An inspection had revealed that the trees did not appear to intrude into her garden.  Minute concluded

NYCC – re works to Great Ayton library
NYCC Highways – re damage to village sign  Highways had offered to repair the sign but at significant cost.  The signs were not included on the Parish Council’s insurance policy.  Mr Pearson would be asked to undertake repairs
Mrs C Stokeld – query re tasks for youth group to carry out.  The Council would be most grateful for any work to be done.  A  list of jobs would be prepared and passed on to Mrs Stokeld after the next meeting.
M A Beeforth – internal audit report.  The accounts had been completed satisfactorily and the audit form duly signed.  Mr Beeforth would be re-appointed as the internal auditor for the financial year 2008/2009.
Stokesley and Villages Community Regeneration Group – invitation to AGM 9.7.08 and Community Market Place
AON – invitation to apply for quote for insurance
NYCC – guidance for use of household waste recycling centres.  Councillor Fletcher would be asked to deal with the matter
Daniel Matuszak – re Christmas carol concert.   Councillor Waters would speak to Mr Matuszak
Mr D G Martin – re dispersal order.  Mr Martin would be advised that, although the youngsters were aware of the dispersal order area and acted accordingly, any criminal activity would be dealt with by the police wherever it occurred in the village.
Ian Pearce – re fruit and vegetable display outside shop.  The Council agreed that new businesses in the village should be encouraged and were pleased that the village had a greengrocer’s shop again
G Hetherington – re footbridge at Low Green.  Mr Hetherington would be advised that the bridge was on the list of painting jobs to be carried out by Community Service.  Community Service would be asked to prioritise the painting of the bridge

Planning applications

Single storey extension to existing dwelling – amended plans – 94 Roseberry Crescent.  Councillors thought that the application still represented over-development of the site, but it was an improvement on the original
Construction of 2 stable blocks and siting of a storage container – Langbaurgh Ridge – the Council objected on the grounds that the site was a SSSI and they would not like to see any development on such a site.  The access, on the brow of a hill, was terrible and would be particularly dangerous for horses or slow moving vehicles
Construction of a conservatory at existing dwelling – 11 Roseberry Drive.  No representations
Alterations and extensions to existing agricultural building to form an LPG vehicle conversion centre – minor revision – Greenhow Hill Farm, Pannierman Lane.  Councillor Kirk declared a non-pecuniary interest.  There were no representations

Fete

The fete had run very smoothly but the Council was disappointed that there had been so few floats and fancy dress entrants.  Those who had entered had been very good and their efforts were much appreciated.  Mr Bill Kirby had kindly donated £14.32, which he had raised by showing people his collection of historical cuttings and memories.  This was gratefully received.  The street collection raised £110.31.
Councillor Kirk suggested that Morris Dancers from Whitby be invited to attend the next fete.  Councillor Mrs Greenwell asked if the Allotment Association would like to sell vegetables or seedlings.

Councillors Reports

Councillor Mrs Greenwell had received a notice from HDC advising people leaving pubs to do so quietly.  If the other District Councillors had also received copies, she suggested that they be given to the publicans to display.  She also reported that the concrete base of the seat around the lime tree on High Green was breaking up.  Mr Pearson would be asked to undertake repairs.
Councillor Waters had noticed that a Stokesley notice had been put up on Great Ayton’s noticeboard.  This would not be permitted.  He had discussed with Mr Greenwell the need for new Christmas lights for the trees on High Green and agreed that some should be purchased.

The date of the next meeting would be Tuesday 15th July 2008
