Minutes of a Meeting of Great Ayton Parish Council
held on Tuesday 15th July 2008 at 7.00 pm

Minutes
The minutes of the meeting held on Tuesday 17th June 2008 were approved and signed
Police Business
The statistics for the previous month showed that there had been a total of 15 crimes including 2 violent crimes, 1 autocrime and 1 burglary. There had been 1 injury and 3 non-injury road traffic accidents. Councillor Waters said that the statistics in their present form were better than nothing. PC McFarlane said that whilst she hadn’t time to get the details of all the crimes she would let the Parish Council know if there was anything of particular interest.
Councillor Mrs Imeson said that a white van parked near the Rosehill theatre caused an obstruction. PC McFarlane would investigate.
Councillor Fletcher had sent a report saying that boy racers were still causing major problems. PC McFarlane said that the police were making inroads with the drivers but they were hampered by the fact that cars were entitled to park outside the shops.
PC McFarlane reported that the diversionary tactics being employed to keep youngsters from causing nuisance were beginning to take effect. A snooker group at the Working Men’s Club was up and running, and summer activities, including an outing, had been arranged. A steering group of 9 youngsters had been formed. Reports to the police of antisocial behaviour had been reduced.

Cemetery
Play area hedge – minute continued. Mr Atkinson said that his time was fully occupied with cutting grass. He said that rabbits had eaten all but two of the memorial rose bushes and thought that there was no point in replacing them while there were still rabbits in the cemetery. He reported that Mr Rotheram had started to paint the play equipment
River
Undermining of river bank - minute continued; damage to bank by horses – no further evidence of damage – minute concluded; disposal of rubbish - minute continued. Mr Suggitt continued to keep the river and banks tidy. Councillor Waters had asked Mr Suggitt to cut back the nettles at the Newton Road bus stop
Matters arising from the minutes
Village Hall - it was agreed that youth could use the hall at no charge on condition that it was left tidy and any damage repaired. Terms would need to be sorted out when the refurbishments to the hall had been completed. The Parish Council would pay for the hire of the hall for the youth service meeting. Minute continued
Highways matters - Tree Bridge junction; railings Waterfall Terrace – Community Service would paint the white footbridge as a priority. The Parish Council agreed to pay for 2 safety harnesses.
Tasks for youth group – the group would be asked if they would litter pick on the Hall Fields footpath, Station Road, and Waterfall Park and the path to the cricket field. Minute concluded
Christmas carol concert - Councillor Waters had met Mr Matuszak. Further discussion would take place nearer to Christmas. Councillor Mrs Greenwell said that the programme should not be changed. Minute concluded

Mrs McClellan had been misinformed that the Parish Council would pay for the concrete base for her memorial seat. She would be advised of the mistake and the account returned to her.
Correspondence
Mrs M Connelly – re dancers at village fete. Mrs Connelly would be advised that her dancers would be most welcome at the fete. The Council had been very impressed with their performance at this year’s fete.
Mrs R Waterton – re grass and weeds outside 4 and 5 Park Rise. Received
NYMNPA – Northern Area Parish Forum – notes of meeting 20.5.08; invitation to joint meeting of all Forums 6.8.08; request for agenda items
P Samson – request for permission for group of French hunting horn players to display on High Green 24.8.08. Permission granted
C Boal – re plaque on Wall of Remembrance. Mr Boal would be advised that the Cemetery Regulations did not permit the placing of a plaque on the wall unless the cremated remains of the deceased were in the cemetery
J B Pickering – hedgerow on footpath between 62 and 74 Guisborough Road. Highways would be informed of Mr Pickering’s concerns
D Taylor and NYCC – re damage to stone bridge. Highways would be asked if they had considered that bridge was too narrow for very long vehicles

Revised application for alterations and extensions to existing dwelling and detached domestic garage – Herdholt, Little Ayton Lane – the Parish Council had previously objected to this application on the grounds that it was over-development of the site. All that had changed was that the garage was now even larger
Retrospective application for a change of use of land from agricultural to equestrian. Siting of temporary dwelling and stable block used in connection with existing stud farm – Angrove Stud, Stokesley Road. The Parish Council objected most strongly to this application. It was not in keeping with the area and was not considered to be necessary. There was nothing temporary about a dwelling and the Parish Council did not wish to see it. The business was too near to the village and complaints had been received from residents.

Councillors Reports
Councillor Readman reported that the Community Care Association were stilling looking for volunteers. The system worked really well.
Councillor Mrs Greenwell had received a complaint that lorries were mistakenly going into Beech Close and having to turn round at the top. Highways would be asked to put up a “no through road” sign.
Councillor Fletcher had commented that he had received many complaints about McColls’ shop frontage. Councillor Mrs Imeson added that the trolleys parked outside the shop were not acceptable.
Councillor Waters had discussed with Mr Greenwell the need for new Christmas lights for the trees on High Green and agreed that new ones should be obtained. He commented on the development at Apple Bridge Farm. HDC would be asked about it.
