Minutes of a Meeting of Great Ayton Parish Council
held on Tuesday 28th April 2009 at 7.00 pm
Present
Councillors N Waters, Chairman, Mrs J Imeson, J Fletcher, D Conroy, R Kirk, G Readman and Mrs F Greenwell. Mr H Atkinson, Mr P Suggitt and three members of the public also attended.
Minutes
The minutes of the meeting held on Tuesday 31st March 2009 were approved and signed.
Councillors Waters invited the members of the public to state their business. They had attended to complain about the antisocial behaviour of youths in the play area, which was having a severe effect on their quality of life. They wanted the towers to be removed from the toddlers play area as the youths were climbing on them and throwing missiles into their gardens. They also requested that the security fencing be extended to enclose the whole play area. Councillors agreed to hold a site meeting at the play area the following evening.
A letter would be sent to the Chief Constable expressing the Parish Council’s dismay and concern that the antisocial youths appeared to be getting away with their appalling behaviour.

Cemetery, Allotments, Play area
Cemetery - Mr Atkinson had nothing to report. Councillors had received compliments on the tidy condition of the cemetery.
Allotments – the broken drain had been repaired. Mr Atkinson had received the paperwork relating to the letting of allotments from the previous letting manager.
Play area - repairs to equipment - minute continued. Youths had again caused damaged to the safety surface in the toddlers play area. Image Playgrounds would be asked to inspect the damage and estimate the cost of repair; dog waste bin – the waste bin had been replaced – minute concluded; hedge Yatton House – Yatton House approved the suggestion to extend the laying of the hedge along their boundary and asked if the stretch in front of their building on Guisborough Road could be included. They offered to pay £600 towards the cost of the work. Councillors agreed to the proposal but would advise Yatton House that work could not start until autumn – minute continued.
River
Mr Suggitt had strimed the river banks and took rubbish from the river each week. He reported that the banks were still collapsing, and that there was evidence of rats on the stretch of river opposite the village hall. Mr Atkinson would deploy some rat poison bags.
Matters arising from the minutes
Village Hall – trees – the work to the trees had been done but there were still 4 trees left, 3 of which were thought to belong to the Parish Council. An estimate would be obtained for the removal of the remaining 3 trees, and for treatment to the stumps – minute continued; work to hall – Councillor Kirk had arranged for specialists to inspect the hall and was awaiting further estimates – minute continued.
Councillor Mrs Imeson had received comment from a resident that the hall was a disgrace.
Highways matters - railings Waterfall Terrace etc – minute continued; Station Road – NYCC had responded that an assessment would be carried out to establish whether it would be possible to move the 30 mph sign. Highways routinely carried out maintenance to the verges adjacent to the footway and weed-killing was currently underway – minute concluded.
Floodwater storage scheme – NWL had responded that it remained with HDC to take up the matter of run-off in Roseberry Crescent with the landowner; Mary Taylor from Environment Agency requested a site meeting at Riverside. Councillors suggested 7.5.09 – minute continued
Trees High Green – minute continued
Building opposite Hall Fields gate, Newton Road - although the site looked untidy Councillors believed there was not further action to be taken. Minute concluded
Beehive bins - Councillor Fletcher was in discussion with Mr Rotheram regarding the refurbishment of the bins. It had been observed that there were smart new bins at Newton-under-Roseberry. Enquiries would be made as to the source of these bins - minute continued
Cemetery fees – it was agreed that the fees be increased by 2%. Minute concluded
Archiving of cemetery books, receipt and payment books, and minute books – minute continued

Correspondence
NYCC – re urban grass cutting – NYCC would make a payment to the Parish Council based on 7 cuts for the current year. This would be reduced to 6 cuts for 2010
Local Works – request for support for “Reviving Communities” – the Parish Council would ask William Hague MP to support the Early Day Motions
Farmway – invitation to join Spend and Save Reward Scheme – the Parish Council agreed to join the scheme
Stokesley Police – Safer Neighbourhoods Award
HDC – re bonfires on allotments – the clerk had responded that allotment tenants had been warned about having bonfires which annoyed neighbours and had been given leaflets advising sensible procedures for having bonfires.
Children’s Society – cake bake 15.5.09, carols 23.12.09 - approved
R Lappin – re roundabout at Tree Bridge - view of oncoming vehicles from Poole roundabout was obstructed by a hedge – Councillor Fletcher said that Highways had inspected the junction and found visibility to be acceptable. Councillor Readman had received a complaint that the roundabout was too high and obstructed the view of cars approaching from Nunthorpe village. Other Councillors did not see this as a problem.

Councillors’ Reports
Councillor Mrs Imeson said that the Conservative Club should be congratulated on flying the flag on St George’s Day. It appeared to be the only one in the village, though Councillor Waters said that the Football and Cricket Club had flown theirs.
Councillor Mrs Imeson asked about the seats outside the library and the responsibility for the cost of replacing them. Councillor Fletcher said he believed that memorial seats donated to the village became the property of the village, the Parish Council maintained them and insured them. Not all Councillors agreed with this view and the matter would be discussed further at the next meeting.
Councillor Mrs Greenwell asked that the Parish Council send a letter of thanks to Crighton Steeplejacks and Restoration who had welded the lid onto the time capsule for the new roundabout at Tree Bridge. This was agreed. Councillors also wished to thank Peter Greenwell who had assisted with the time capsule.
