Minutes of a Meeting of Great Ayton Parish Council

held on Tuesday 21st July 2009 at 7.00 pm

Councillors Mrs F Greenwell, Chairman, J Fletcher, Mrs J Imeson, G Readman, D Conroy.  Mr H Atkinson and PCSO Dave Marshall also attended.

Minutes

The minutes of the meeting held on Tuesday 23rd June 2009 were approved and signed after the addition of “and Stokesley Area Forum” after “the County Committee for Hambleton” in the Ambulance Service minute.

Police Business

PCSO Marshall’s report included 18 incidents of anti-social behaviour and 9 reports of vehicle nuisance.
Respect signs designed by youngsters would be put up in the play area.
A meeting for the residents of Linden Crescent regarding parking on their proposed resurfaced road would be attended by a police representative and Councillor Mrs Greenwell.

Cemetery, Allotments, Play area

Burial of non-residents – minute continued
Allotments – a complaint had been received from HDC Environmental Health Officer about nuisance caused to neighbours by bonfires on the allotments.  A letter had been sent to allotment holders reminding them of the rules relating to bonfires and the penalties if nuisance continued
Play area  - it would not be possible to move the play equipment without complications and the cost would approach that of replacement.  Councillor Readman would investigate “Play Build”, a body which advises on improvements and development of play areas

Matters arising from the minutes

Village Hallthere was nothing to report on progress of repairs.  It had been noted that a new fence had been erected on top of the bank behind the hall
Highways matters - railings Waterfall Terrace etc – minute continued
Flooding - Storage scheme – the EA would assist, within bounds, with the creation of a storage area; Roseberry Crescent – minute continued; School Lane – Highways would be asked to inspect the underground culvert and storage chamber between Dikes Beck and School Lane.  Manhole covers had been blown off by the pressure of water on 17th July.  The debris deposited on School Lane would be cleared by HDC Operational Services; Hollygarth bridge – the EA regarded this as a major throttle in times of high river levels.  The pipe downstream is the responsibility of Northumbrian Water; Riverbed – the EA would be asked to clear gravel shoals following the recent heavy rain

Cleveland Search and Rescue Team – request for financial assistance.  Councillor Mrs Greenwell declared a personal and prejudicial interest and left the room while the matter was discussed.  It was agreed that £100 be donated

Councillors’ Reports

Parish Councillors reported that the new seats outside the library were wonderful.  The holly tree was in need of attention.  The path at the Chapel steps was in need of attention.
