Minutes of a Meeting of Great Ayton Parish Council
Held on Tuesday 7th September 2010 at 7.00 pm
Present
Cllrs. R. Kirk (Chairman), Mrs. J. Imeson, Mrs. F Greenwell, G. Readman, N. Waters and D. Conroy, Ms. J. S. Cumbor (Parish Clerk), Mr. H Atkinson (Cemetery Superintendent) and Mr. P. Suggitt (River Warden)
Others Present: PCSO J. Lloyd Special Constable P. Brette , Bob Carrick and Elizabeth Bunting from the Environment Agency (EA) and 9 Members of the Public.
1.0 Apologies
Apologies – Cllr. J. Fletcher.
2.0 Declaration of Interest in items on the Agenda
Cllr. Mrs. Imeson declared an interest in relation to Planning Application 10/01686/FUL.
3.0 Members of the Public invited to address the Council
3.1. The EA provided an update relating to flood defences for the Village, they advised consultations internally and externally had taken place and conversations were taking place with farmers concerning water catchment areas upstream from the Village. The drop in event had been successful with approximately 30 people attending. Next steps would include discussions with the Forestry Commission, the County Council, further dialogue with farmers and an internal meeting to bring various areas together. The EA requested permission to hold another drop in event in October/November to provide feedback and updates; permission granted. It is anticipated that work should start in the new year.

3.3. Letter from Residents in Frankfield Mews who cannot attend the Meeting; letter received.
3.4. Resident comments about tree preservation order at 8 Park Square; refer to Planning Report.
4.0 Minutes
The minutes of the meeting held on Saturday 28th August 2010 were amended at point 4.1 “results of voting were one for” to “three for”, and at 4.3 to amend “Burial in Great Ayton Cemetery should be restricted” to “is restricted”. Following the hand written amendments the minutes were approved and signed.
5.0 Police Business
5.1. The August Statistics were received, it was noted that incidents reported were 13% less than the same time last year.
5.2. PCSO Lloyd confirmed to the Public that the Allotments are now on the Ringmaster Watch Scheme and the Police are keeping an eye on the area.
5.3. It was advised that Sgt. Murray had moved to work directly for the Superintendent; a new Sergeant would be employed.
5.4. The Cemetery Superintendent reported that the Cemetery gate locks had been broken, it was felt that this was an attempt to break into the building compound behind the Cemetery.
5.5. Cllr. Waters asked if any complaints had been received about noise from the new car park in the Allotments, the Police confirmed there was none.
6.0 Council Services

7.0 Matters arising from the minutes (for information only)
7.1. Village Hall
Cllr. Kirk advised he was in discussions with NYCC “4Youths” Organisation. A meeting would be planned with the Village Hall Sub-Committee. Minute continued.

12.0 Councillors’ Reports
12.1. Cllr. Mrs. Greenwell requested permission to advertise for helpers for the trod clean up between Newton Road and Wheatlands as proposed by the PSG; permission granted.
The date of the next meeting will be Tuesday 5th October 2010, in the Captain Cook Schoolroom Museum Shop.
